Patna: The Bihar government has approved a series of measures aimed at using technology and infrastructure to accelerate development, including an MoU with Taiyo AI India Pvt Ltd to build an artificial intelligence ecosystem in the state.
The decisions were taken at a Cabinet meeting chaired by Chief Minister Samrat Choudhary on Wednesday. Along with the AI initiative, the Cabinet approved a 336-km Buxar-Bhagalpur Greenfield Expressway, funding for 11,000 private tubewells and a breed improvement programme for cattle.
AI to Support Infrastructure Planning
The proposed MoU between Taiyo AI India and the Information Technology Department will promote the use of AI across multiple government functions.
The initiative will focus on areas such as:
- Public infrastructure planning and development
- Project assessment, supervision and implementation
- Analysis of geospatial and demographic data
- Digital governance and AI-based decision-making
An AI-enabled Public Infrastructure Dashboard is also proposed to provide early warning indicators for project delays and cost overruns. The government expects this to improve project monitoring and help protect public funds.
Training for Officials, Students and Youth
The AI ecosystem plan will also focus on building skills within Bihar. Government officials will receive training in digital governance, while AI and data analytics programmes will target students, youth and women.
The government believes partnerships with international technical institutions can help Bihar develop stronger capabilities in emerging technologies and position the state as a leading AI hub.
Chief Minister Samrat Choudhary described the initiative as a step towards preparing Bihar for the future through technology, innovation and artificial intelligence.
336-Km Buxar-Bhagalpur Expressway Approved
The Cabinet also approved the implementation of the 336-km Buxar-Bhagalpur six-lane Greenfield Expressway.
The Bihar State Road Development Corporation Limited (BSRDCL) will implement the project under the Public Private Partnership (PPP) model.
The approval also covers the appointment of a project consultant and transaction advisor. The government plans to explore development of large land parcels along the expressway corridor for economic activities.
The proposed access-controlled road is expected to strengthen connectivity across Bihar and create opportunities for trade, investment and regional economic development.
₹305.60 Crore for 11,000 Private Tubewells
The Cabinet also granted revised administrative approval of ₹305.60 crore under the Chief Minister Private Tubewell Scheme for 2026-27.
The funding will support the installation of 11,000 private tubewells across the state. The government has linked the initiative to its objective of improving irrigation and ensuring better water availability for agricultural land.
Focus on Cattle Breed Improvement
Another Cabinet decision aims to increase milk production and animal productivity in Bihar.
The government approved a Breed Improvement Scheme through the Bihar State Milk Co-operative Federation under the Department of Dairy, Fisheries and Animal Resources.
Despite Bihar’s large bovine population, milk production per animal remains comparatively low. The government has attributed this partly to limited availability of improved breeds and the low use of modern breeding technologies.
Under the programme, Bihar will strengthen cattle breed improvement through modern reproductive technologies under the Rashtriya Gokul Mission.
Technology and Infrastructure Drive
The Cabinet decisions bring together technology, road infrastructure, irrigation and livestock development as part of Bihar’s wider development agenda.
While the AI initiative aims to improve how government projects are planned and monitored, the expressway could strengthen physical connectivity and economic activity. At the same time, investments in irrigation and cattle productivity target agriculture and rural livelihoods.
Together, the measures signal a push to combine digital innovation with physical infrastructure and rural development, with the government seeking to improve public service delivery and create new economic opportunities across Bihar.
