Patna: The Bihar Finance Department has set October 1, 2026, as the deadline for all departments to upload their budget estimates for the financial year 2027-28 on the Comprehensive Financial Management System (CFMS) 2.0 portal.
The department held a state-level workshop in Patna on Tuesday to guide officials on preparing the 2027-28 budget estimates and the revised estimates for 2026-27. The session also focused on improving financial planning, transparency and the alignment of government schemes with development priorities.
Departments Receive CFMS 2.0 Training
The workshop, held at Bapu Auditorium in Gardanibagh, provided departments with an updated overview of the budget preparation process.
Officials received technical training on CFMS 2.0, including the structure of the 15-digit bill code and the correct classification of expenditure under revenue and capital accounts.
The Finance Department has asked all departments to complete the online uploading process by the October 1 deadline to ensure timely preparation of the state budget.

Focus on SDGs and Special Budgets
The workshop also highlighted the need to align government schemes with the United Nations Sustainable Development Goals (SDGs).
Departments were briefed on the data and physical targets required for key areas such as:
- Gender budgeting
- Child welfare
- Green budgeting
The move is aimed at making budget planning more closely linked with measurable development outcomes.
Bihar to Introduce R&D Budgeting
A new initiative for preparing a dedicated Research and Development (R&D) budget from 2027-28 was also discussed during the workshop.
The initiative is intended to encourage innovation and strengthen the state’s focus on research and development through budgetary planning.
The department also directed officials to strictly follow the recommendations of the Accountant General’s Office and discontinue the use of Minor Head 800, as part of efforts to improve financial transparency.
Guidelines for Grants-in-Aid
Officials were also briefed on the provisions governing grants-in-aid provided to local bodies, universities and other institutions.
The Finance Department stressed the importance of ensuring proper utilisation of these grants and following the prescribed financial provisions.
Focus on Timely and Error-Free Budgeting
The workshop brought together budget officers, Internal Financial Advisers and Assistant Internal Financial Advisers from various departments.
The exercise is expected to help the state improve resource allocation, strengthen financial discipline and prepare the upcoming budget in a timely and error-free manner.
With the 2027-28 budget process now underway, the emphasis on digital submission, SDG-linked planning, green and gender budgeting, and a new R&D component signals a broader effort to make Bihar’s financial planning more structured and outcome-oriented.
