3 Senior Bihar Chiefs Proceed on Leave: DGP Vinay Kumar, BPSC Chairman Ravi Parmar and BPSSC Chief KS Dwivedi

The temporary absence of three senior functionaries will bring leadership changes at Bihar Police Headquarters, the Bihar Public Service Commission and the Bihar Police Subordinate Services Commission.

New Delhi: In a significant development in Bihar’s administrative and police establishment, three senior officers — Bihar Director General of Police (DGP) Vinay Kumar, Bihar Public Service Commission (BPSC) Chairman Parmar Ravi Manubhai and Bihar Police Subordinate Services Commission (BPSSC) Chairman KS Dwivedi — have proceeded on leave.

While the three officers have cited different reasons for their absence, the Bihar government has made an interim arrangement for two of the three positions.

1991-batch IPS officer Vinay Kumar has proceeded on a 21-day leave from September 15 to October 5, 2026. During his absence, fellow 1991-batch IPS officer Preeta Verma will hold the additional charge of Acting DGP along with her existing responsibilities.

At the BPSC, Harjot Kaur Bamhra, a 1992-batch IAS officer, has been entrusted with the additional charge of Chairman during Parmar Ravi Manubhai’s leave.

However, no additional charge has so far been assigned for the BPSSC following KS Dwivedi’s decision to proceed on one-month leave.

Vinay Kumar Goes on 21-Day Leave

Bihar DGP Vinay Kumar (IPS:1991:BH) has been sanctioned leave for 21 days, from September 15 to October 5, 2026.

According to the Bihar Home Department order, the leave has been sanctioned on account of unavoidable personal and health reasons.

During the leave period, Preeta Verma (IPS:1991:BH) will take over the additional responsibility of Acting DGP. She will continue to discharge her existing duties as Director General of Home Guards and Fire Services alongside the additional charge.

Verma will oversee the functioning of Police Headquarters and perform the responsibilities attached to the office of the Director General of Police during Kumar’s absence.

Kumar was appointed Bihar DGP in December 2024. His scheduled two-year tenure as the state police chief is due to end on December 12, 2026.

The temporary arrangement therefore places Verma at the helm of Bihar Police for the period of Kumar’s sanctioned leave.

Preeta Verma to Handle DGP Responsibilities

Preeta Verma, a 1991-batch IPS officer of the Bihar cadre, will serve as Acting DGP during Vinay Kumar’s absence.

The arrangement does not involve a change in her existing post. She will continue as Director General of Home Guards and Fire Services while additionally overseeing Police Headquarters and the functioning of the state police force.

The government order assigns her the responsibilities attached to the DGP’s office for the duration of Kumar’s leave.

BPSC Chairman Parmar Ravi Manubhai Proceeds on Leave

BPSC Chairman Parmar Ravi Manubhai, a retired 1992-batch IAS officer of the Bihar cadre, has also proceeded on leave.

His leave period runs from September 15 to October 9, 2026. The reason cited for his absence is personal.

During this period, Harjot Kaur Bamhra (IAS:1992:BH), Chairperson-cum-Member of the Board of Revenue, has been given additional charge of BPSC Chairman.

The arrangement will allow the commission to continue functioning under an interim leadership arrangement while Parmar remains on leave.

The BPSC is one of Bihar’s key constitutional recruitment institutions and conducts competitive examinations and selection processes for appointments to various services and posts under the state government.

Harjot Kaur Bamhra Gets Additional Charge of BPSC

Harjot Kaur Bamhra, a 1992-batch IAS officer of the Bihar cadre, will handle the additional responsibility of BPSC Chairman during Parmar Ravi Manubhai’s absence.

She is currently serving as Chairperson-cum-Member of the Board of Revenue.

The additional charge means Bamhra will continue with her existing responsibilities while also overseeing the functioning of the BPSC for the specified period.

BPSSC Chairman KS Dwivedi Also Proceeds on Leave

The third senior functionary to proceed on leave is KS Dwivedi, Chairman of the Bihar Police Subordinate Services Commission.

Dwivedi is a retired 1984-batch IPS officer of the Bihar cadre. He has proceeded on one month of leave, citing family reasons.

The Bihar Police Subordinate Services Commission plays an important role in police recruitment in the state, particularly in the selection process for subordinate police services.

Unlike the arrangements made for the DGP and BPSC Chairman, however, the Bihar government has not yet assigned the additional charge of BPSSC Chairman to another officer.

Different Leave Periods and Interim Arrangements

The three senior officers have proceeded on leave for different periods:

  • Vinay Kumar: September 15 to October 5, 2026 — 21 days; personal and health reasons.
  • Parmar Ravi Manubhai: September 15 to October 9, 2026 — personal reasons.
  • KS Dwivedi: One month — family reasons.

For the DGP’s office, Preeta Verma has been given additional charge of Acting DGP. For the BPSC, Harjot Kaur Bamhra has been entrusted with additional charge of Chairman. No replacement or additional-charge arrangement has yet been announced for the BPSSC.

Key Administrative Posts Temporarily Affected

The simultaneous leave of the three senior functionaries affects three important institutions in Bihar’s administrative and police framework.

The DGP heads the state police establishment and oversees Police Headquarters and the functioning of the police force. The BPSC is responsible for recruitment and selection for various state government services, while the BPSSC handles recruitment to subordinate police services.

The temporary arrangements are intended to ensure continuity in the functioning of these institutions during the respective leave periods.

For now, Preeta Verma will handle the DGP’s responsibilities until October 5, Harjot Kaur Bamhra will hold the additional charge of BPSC Chairman until October 9, and an additional-charge arrangement for the BPSSC remains awaited.
