Chennai: Tamil Nadu IAS officer S Balachander, who was serving as Commissioner of the Tambaram City Municipal Corporation, has been relieved of his duties and placed on compulsory wait following allegations of irregularities in the tender process for two civic works worth a combined ₹45.9 lakh.
The action came on September 15, 2026, after anti-corruption organisation Arappor Iyakkam submitted a complaint alleging that the two projects had been completed and inaugurated before the corresponding tenders were opened for bidding. The complaint was submitted to the state government, the Directorate of Vigilance and Anti-Corruption (DVAC) and senior officials of the municipal administration department.
An order signed by Chief Secretary M Sai Kumar relieved Balachander with immediate effect. R Saranya, Commissioner of Avadi City Municipal Corporation, has been given full additional charge of Tambaram Corporation until further orders.
The government’s action is an administrative step pending an inquiry into the allegations. It does not, by itself, establish wrongdoing by Balachander or any other official.
What Triggered the Action?
The controversy centres on two civic projects at roundabouts in the Tambaram corporation area.
According to Arappor Iyakkam’s complaint, both projects were completed and inaugurated before the tender process had reached the stage at which contractors could formally bid.
The first project involved an Ashoka Pillar statue, landscaping and beautification works at the Perungalathur Bridge Roundana. The tender was valued at ₹27.30 lakh.
The tender was published on the Tamil Nadu Tenders portal on August 6, with bids scheduled to be opened on August 24. However, Arappor Iyakkam alleged that the work had already been completed and inaugurated on July 29, eight days before the tender was even published.
The second project involved a Save Water Concept statue, landscaping and beautification works at the Chitlapakkam Roundana. It was valued at ₹18.60 lakh.
This tender was also published on August 6, with the bid-opening date fixed for August 24. According to the complaint, however, the work had already been completed and inaugurated on August 10, two weeks before the scheduled bid opening.
Together, the two projects were valued at ₹45.90 lakh.

Arappor Iyakkam Raises Questions Over Tender Process
Arappor Iyakkam alleged that the sequence of events raised questions about whether a competitive tender process had actually taken place.
The organisation alleged that contractors had effectively been determined before the completion of the tender process and sought an inquiry into the role of officials and contractors. It also asked the authorities to initiate criminal proceedings if the allegations were established.
The complaint identified Balachander as the tender-inviting authority for the two projects.
The organisation also questioned the status of a larger number of tenders issued by the corporation.
According to its analysis cited in the complaint, 565 tenders floated by the corporation over the preceding four months were examined. As of September 11, 309 were listed as “to be opened”, 194 as “bid opening” and 26 as “technical evaluation”, while only one had reached the Award of Contract stage.
Arappor Iyakkam has sought a wider examination of the tender process and urged authorities to investigate whether similar procedural issues occurred in other contracts.
Corporation’s Explanation: CSR Funding and Procedural Lapse
The allegations have been disputed by the corporation’s explanation of how the two projects came about.
According to a statement reported by The New Indian Express, proposals for the two works were placed before the corporation council on July 14, with administrative approval obtained. The commissioner subsequently permitted tender notifications to be issued on July 23.
The corporation said that on July 24, a private company submitted a letter stating that it would execute both projects under its Corporate Social Responsibility (CSR) initiative, following which the works were completed.
However, despite this development, a tender notification was issued on August 6 because of what the corporation described as a procedural flaw. The civic body said that no work order had been issued and no money had been spent from the corporation’s exchequer on the two statues.
The corporation has also said that an Assistant Executive Engineer was suspended and that the Director of Municipal Administration was directed to conduct a detailed inquiry. Further action is expected based on the findings of that inquiry.
Balachander’s Response to the Allegations
Balachander also offered an explanation when contacted by The Times of India before he was relieved.
He said there was “no malicious intent” and explained that a private contractor associated with a media organisation had proposed the Ashoka Pillar project at the two locations. According to his account, the proposal was subsequently approved through a council resolution and the work was completed on July 29.
Regarding the Save Water statue, he said the work was undertaken by the contractor who had built the statue as part of CSR.
Balachander described the issue as a communication lapse concerning the tender notice. He also said that an Assistant Engineer had been suspended and an inquiry was underway involving corporation officials.
A separate report quoted him as saying that the Ashoka Pillar was constructed entirely through CSR funds and that the tender issued for the work had subsequently been cancelled. He also attributed the failure to update the tender details online to a procedural issue.
These explanations and the allegations raised by Arappor Iyakkam will form part of the context for the administrative inquiry.
Who Is IAS S Balachander?
S Balachander is a 2018-batch Indian Administrative Service officer of the Tamil Nadu cadre.
His publicly available service records list his date of birth as June 27, 1990, and his home state as Tamil Nadu. He holds a Bachelor of Engineering degree in Geo-Informatics from Anna University, Chennai, and entered the IAS through direct recruitment.
The Tamil Nadu government’s IAS records identify him as a 2018-batch officer and had listed him as Commissioner of the Tambaram Corporation.
From Assistant Collector to Corporation Commissioner
Balachander’s administrative career has included several assignments in Tamil Nadu.
After joining the service, he underwent his district training and subsequently served as an Assistant Collector in training. His career progression included postings in Thanjavur and other administrative roles before he moved into specialised e-governance and district development responsibilities.
According to his publicly available service profile, his major postings included:

He took charge as Commissioner of Salem Corporation in June 2023 and was subsequently transferred to Tambaram.
Took Charge as Tambaram Commissioner in 2024
The Tamil Nadu government’s July 16, 2024 order placed Balachander at the disposal of the Corporation of Tambaram. The official state IAS posting database subsequently listed him as Tambaram Corporation Commissioner from July 2024.
He remained in the position until the government’s action on September 15, 2026.
During his tenure, his responsibilities included administration of the expanding Tambaram civic corporation, infrastructure-related works and municipal services.
The latest government action has now brought that tenure to an end, at least temporarily, with Balachander placed on compulsory wait pending further proceedings.
R Saranya Gets Additional Charge
Following Balachander’s removal from the post, the government has assigned R Saranya, IAS, Commissioner of Avadi City Municipal Corporation, the additional responsibility of Tambaram Corporation.
She will hold the charge until further orders.
The arrangement ensures continuity in the administration of the corporation while the inquiry into the tender-related allegations proceeds.
Inquiry to Determine Further Action
The immediate administrative action against Balachander follows allegations rather than a final finding of misconduct.
The government has ordered a detailed inquiry into the circumstances surrounding the two projects. The municipal administration has also taken action against an engineering official, while the government has indicated that further action will depend on the inquiry’s findings.
The central issue for the inquiry will be the sequence of approvals, the CSR proposal, the execution and inauguration of the projects, and the subsequent publication and status of the tenders.
The case has therefore raised broader questions about procurement procedure and documentation in municipal corporations, even as the authorities examine the specific circumstances of the two Tambaram projects.
What Happens Next?
With Balachander on compulsory wait and R Saranya holding additional charge, the focus now shifts to the departmental inquiry.
Arappor Iyakkam has sought further investigation by the DVAC and action against officials or contractors if wrongdoing is established. The organisation has also called for greater transparency in the corporation’s tender process.
The government and corporation, meanwhile, have maintained that the matter requires examination and that action will be taken against those found responsible.
For Balachander, the episode marks a major interruption in the career of a 2018-batch IAS officer who had progressed through district administration, e-governance, rural development and municipal administration before becoming Tambaram Corporation Commissioner.
The final findings of the inquiry will determine whether the tender-related allegations result in any further disciplinary or legal action.
