Bihar Sets Up 5-Member Panel to Overhaul Examination System

Bihar will form a five-member expert committee to improve examination security, transparency, technology use and timely results across boards, universities and recruitment agencies.

Patna: The Bihar government has decided to constitute a five-member Expert Committee on Examination Reforms to strengthen examinations conducted by boards, universities, commissions and recruitment agencies. The committee will focus on preventing paper leaks, cheating, tampering and unauthorised interference in results.

The General Administration Department has issued the notification, with the committee required to submit its recommendations within three months of formation.

Focus on Secure and Transparent Exams

The committee will review the existing examination system and suggest measures to make it fair, transparent, secure, technology-enabled, time-bound and merit-based.

Its review may cover:

  • Secondary and higher secondary examinations
  • University, vocational and technical examinations
  • Entrance and eligibility examinations
  • Recruitment and competitive examinations

The committee will also examine how different examination bodies can coordinate better while maintaining their statutory autonomy.

State Examination Calendar Under Consideration

Delays in examinations, evaluation and result announcements will also come under review. The committee may recommend a state examination calendar with fixed timelines for applications, admit cards, examinations, answer keys, evaluation and results.

This could help candidates get greater certainty about examination schedules and reduce prolonged waiting for recruitment and academic results.

Stronger Security Against Exam Malpractices

The panel will review the entire question paper and answer-sheet chain, from preparation and secure storage to transportation, distribution, evaluation and result processing.

It may recommend multi-level question paper setting, moderation, trained paper setters, standardised difficulty levels, biometric verification and CCTV monitoring at examination centres.

The committee will also examine measures such as encrypted transmission, tamper-proof packaging, end-to-end digital tracking, geofencing and cybersecurity audits.

Technology and AI to Strengthen Exams

Artificial intelligence, data analysis and cybersecurity tools will also be examined for possible use in examination management.

The aim is to create a system capable of identifying irregularities, improving monitoring and reducing opportunities for manipulation at different stages of the examination process.

Accountability and Independent Audit

The committee will review the responsibilities of examination boards, commissions, universities, departments, district administrations and examination centres.

It will recommend mechanisms to fix accountability when failures occur and may propose an independent quality assurance and examination audit system for regular monitoring.

The panel will also examine whether changes are required in existing laws and rules governing examinations.

Experts to Be Consulted

The committee may seek inputs from universities, examination bodies, recruitment agencies, district administrations, technical institutions, technology experts, subject specialists and other stakeholders.

The government expects the reforms to make Bihar’s examination system more reliable and efficient while supporting timely recruitment and selection for public employment.
