Patna: Bihar has started preparations to develop greenfield satellite townships across 11 districts, including Patna, as the state looks to create modern urban centres and reduce pressure on existing cities.
The Urban Development and Housing Department has initiated the necessary process for the proposed townships, which are expected to bring housing, employment, investment and business opportunities closer to growing populations.
New Approach to Urban Development
The initiative comes as Bihar’s existing cities face increasing pressure from population growth and expanding economic activity. Instead of allowing urban areas to grow without adequate planning, the greenfield township model aims to develop new urban centres with infrastructure planned from the beginning.
The proposed townships are expected to integrate housing, employment, roads, public transport, education, healthcare, markets, parks, water supply, sewerage and drainage.

Landowners and Local Communities to Be Involved
The proposed development will also focus on the participation of people living in the identified areas and landowners.
Development plans, land-use plans and town-planning schemes will form the foundation of the township model. Depending on the applicable framework, land pooling, land readjustment and other land-management mechanisms may be used to involve landowners in the development process.
The interests of small landowners, farmers and local communities will need to remain central to ensure equitable development. Where required, consent-based arrangements or land acquisition may be undertaken according to applicable laws.
Focus on Better Connectivity and Green Spaces
The planned townships are expected to promote public transport along with pedestrian and cycling facilities. Mixed and balanced land use could improve connectivity while reducing dependence on private vehicles.
The development may also include:
- Sector and community parks
- Green corridors
- Sports facilities
- Protection of water bodies
- Improved drainage and other civic infrastructure
These features are aimed at combining planned urban growth with environmental protection and better quality of life.
Creating Future-Ready Urban Centres
The greenfield satellite township approach could help Bihar plan for future population growth while creating new economic opportunities outside existing urban centres.
By bringing housing, jobs, transport and essential public services into integrated urban areas, the initiative aims to support more organised and sustainable urban development across the state.
