Bihar Govt Carries Out Fresh IAS Reshuffle: 14 Officers Transferred Overnight; Five Recently Removed DMs Assigned New Posts

Patna: Continuing its administrative overhaul, the Bihar government has undertaken another major bureaucratic reshuffle, transferring 14 IAS officers and assigning them new responsibilities across key departments, public sector undertakings, and the state secretariat.

The General Administration Department issued the transfer notification late Sunday night, directing all officers to assume their new assignments immediately.

The latest reshuffle comes just three days after the government transferred 21 IAS officers, including District Magistrates of 11 districts, making it one of the most significant administrative exercises in recent years.

A notable feature of the latest transfers is the reassignment of five former District Magistrates who were recently removed from their district postings and have now been entrusted with important responsibilities in government departments and state corporations.

Five Former District Magistrates Get New Responsibilities

Among the most prominent appointments is that of 2013 batch IAS officer Nawal Kishore Chaudhary, former District Magistrate of Bhagalpur, who has been appointed Managing Director of the Bihar State Power Transmission Company Limited (BSPTCL). He will also hold the additional charge of Special Secretary in the Urban Development and Housing Department.

Former Banka DM Navdeep Shukla has been appointed Special Secretary in the Department of Youth, Employment and Skill Development. He has additionally been entrusted with the charge of Additional Chief Executive Officer of the Bihar Skill Development Mission.

Former Gopalganj DM Pawan Kumar Sinha has been posted as Special Secretary in the Higher Education Department.

Former Kishanganj DM Vishal Raj has been appointed Managing Director of the Bihar State Power Generation Company Limited.

Former Nalanda DM Pramod Kumar has been posted as Additional Secretary in the Higher Education Department.

Major Changes in Urban Development Department

The Urban Development and Housing Department witnessed significant changes.

Animesh Kumar Parashar, Managing Director of Bihar Urban Infrastructure Development Corporation (BUIDCo), has been given the additional charge of Secretary, Urban Development and Housing Department.

Meanwhile, Nilesh Ramchandra Deore, currently serving as Special Secretary in the Civil Aviation Department, has been assigned the additional charge of Special Secretary in the Urban Development and Housing Department.

COMFED and Road Development Corporation Get New Leadership

In another important move, Shirshat Kapil Ashok, Managing Director of the Bihar State Road Development Corporation (BSRDC), has been transferred and appointed as Managing Director of COMFED, the cooperative behind the popular Sudha Dairy brand.

He will continue to hold his existing additional responsibilities related to:

  • Disaster Management Department
  • Bihar State Fruit and Vegetable Development Corporation
  • Department of Dairy, Fisheries and Animal Resources

Meanwhile, Saurabh Jorwal, Managing Director of South Bihar Power Distribution Company Limited, has been entrusted with the additional charge of Managing Director of the Bihar State Road Development Corporation.

Secretariat Gets New Officers

Several officers from district and municipal administrations have been shifted to key positions in the Secretariat.

Shreshtha Anupam, Deputy Development Commissioner (DDC), Muzaffarpur, has been appointed Joint Secretary in the Finance Department.

Abhishek Palasia, Municipal Commissioner of Gaya Municipal Corporation, has been posted as Joint Secretary in the Road Construction Department.

Pradeep Singh, DDC of Bhagalpur, has been appointed Joint Secretary in the Tourism Department.

Changes in Education and Health Departments

The Education Department has also seen significant changes.

Kumar Nishant Vivek, Municipal Commissioner of Biharsharif Municipal Corporation, has been appointed Director of Primary Education.

In the Health Department, Sparsh Gupta, Managing Director of Bihar State Seed Corporation, has been transferred and appointed Additional Executive Director of the State Health Society.

Meanwhile, Prashant Kumar CH, Additional Chief Electoral Officer, has been assigned the additional charge of Project Director of the Bihar Education Project Council.

Jeevika and MGNREGA Receive New Leadership

Ananya Singh, DDC of Aurangabad, has been appointed Additional Chief Executive Officer (ACEO) of Jeevika.

She has also been given the additional charge of Commissioner, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

The appointment is expected to strengthen implementation and monitoring of rural livelihood and employment generation programmes across Bihar.

Revenue Board and Municipal Administration Restructured

The government has also reshuffled officers in municipal administration and revenue-related assignments.

Kumar Mangalam, Municipal Commissioner of Purnia Municipal Corporation, has been transferred and appointed Secretary of the Board of Revenue.

Meanwhile, several municipal commissioners from Purnia, Gaya and Bihar Sharif have been moved to important departmental roles in the Secretariat.

Additional Responsibilities Assigned, Some Charges Withdrawn

The government has entrusted additional responsibilities to several officers while rationalising existing assignments.

While Animesh Kumar Parashar and Nilesh Ramchandra Deore have been given additional charges in Urban Development, Rahul Kumar has been relieved of the additional charge of Managing Director, Bihar State Power Transmission Company Limited.

Second Major IAS Reshuffle in Three Days

The latest transfer order comes close on the heels of a major reshuffle carried out on June 18, when the Bihar government transferred 21 IAS officers and replaced District Magistrates in 11 districts, including Patna.

Among the most notable changes during that reshuffle was the removal of senior IAS officer Anand Kishore from the post of Chairman of the Bihar School Examination Board (BSEB), a position he had held for nearly a decade.

He now continues only as Additional Chief Secretary, Environment, Forest and Climate Change Department.

Patna District Magistrate Tyagarajan SM was appointed as the new Chairman of BSEB, while several senior IAS and IPS officers were reassigned to key positions across the state administration.

The back-to-back reshuffles indicate the Nitish Kumar government’s effort to strengthen administrative efficiency and place experienced officers in critical governance, infrastructure, education, power and development sectors.
