Bihar Govt Transfers 21 IAS Officers in Major Reshuffle; Kundan Kumar Appointed Patna DM, Alankrita Pandey Posted as Bhagalpur DM

Patna: After a significant reshuffle in the state police administration, the Bihar government has carried out a major administrative overhaul by transferring 21 IAS officers and assigning them new responsibilities across key departments and districts. The changes include the appointment of new District Magistrates in several important districts, including Patna, Bhagalpur, Muzaffarpur, Nalanda, Rohtas, East Champaran and Khagaria.

The reshuffle, notified by the General Administration Department, is being viewed as one of the most significant bureaucratic realignments under the current government, aimed at strengthening governance and administrative coordination across the state.

Kundan Kumar Appointed New Patna DM

One of the most prominent decisions in the reshuffle is the appointment of 2012-batch IAS officer Kundan Kumar as the new District Magistrate and Collector of Patna.

Kundan Kumar was previously serving as the District Magistrate of Nalanda. He replaces 2011-batch IAS officer Thyagarajan S.M., who has now been appointed Chairman of the Bihar School Examination Board (BSEB), Patna.

In addition to his new role, Thyagarajan will continue to hold the additional charge of Special Secretary in the Health Department.

Anand Kishor Relieved of Additional BSEB Responsibility

Senior IAS officer Anand Kishor has been relieved of his long-held additional responsibility as Chairman of the Bihar School Examination Board.

Following the reshuffle, he will serve exclusively as Additional Chief Secretary of the Environment, Forest and Climate Change Department, allowing him to focus entirely on the department’s administrative and policy responsibilities.

Key Secretariat-Level Changes Announced

The Bihar government has also introduced significant changes in the state secretariat.

Robert L. Chongthu, who was serving as Principal Secretary of the Minority Welfare Department, has been transferred and appointed Principal Secretary of the Parliamentary Affairs Department.

Meanwhile, Mohammad Sohail has been reposted as Secretary of the Minority Welfare Department. He will continue to hold the additional charge of Secretary in the General Administration Department.

Another important transfer involves Navin Kumar, the outgoing District Magistrate of Khagaria. He has been appointed Special Secretary in the Prohibition, Excise and Registration Department. He will also continue to hold additional responsibilities as Secretary-in-Charge of the Information and Public Relations Department (IPRD) and Managing Director of the Bihar State Beverages Corporation Limited.

Major Changes in District Administration

The reshuffle has resulted in the reassignment of District Magistrates across several districts.

Nalanda and Rohtas

Udita Singh, who was serving as District Magistrate of Rohtas (Sasaram), has been appointed the new District Magistrate of Nalanda.

Deepak Kumar Mishra, who was serving as Joint Secretary in the Chief Minister’s Secretariat, has been appointed the new District Magistrate of Rohtas.

Bhagalpur and Jehanabad

Alankrita Pandey, a 2016-batch IAS officer and the outgoing District Magistrate of Jehanabad, has been transferred and appointed District Magistrate of Bhagalpur.

She will be succeeded in Jehanabad by Chhiring Y. Bhutia, a 2013-batch IAS officer who was serving as Special Secretary in the Health Department.

Muzaffarpur

Muzaffarpur District Magistrate Subrat Kumar Sen has been transferred and appointed Managing Director of the Bihar Medical Services and Infrastructure Corporation Limited (BMICL).

In his place, Kumar Gaurav, currently serving as Additional Executive Director of the State Health Society, has been appointed as the new District Magistrate of Muzaffarpur.

East Champaran

Agriculture Director Saurabh Suman Yadav has been appointed the new District Magistrate of East Champaran (Motihari).

The outgoing DM, Saurav Jorwal, has been appointed Managing Director of the South Bihar Power Distribution Company Limited (SBPDCL).

Khagaria

Vikram Virkar, Director of Primary Education, has been appointed the new District Magistrate of Khagaria.

He replaces Navin Kumar, who has been shifted to the Prohibition, Excise and Registration Department.

Banka

Anshul Agrawal, who was serving as Inspector General of Registration-cum-Excise Commissioner, has been appointed District Magistrate of Banka.

Gopalganj

Samir Saurabh, Managing Director of COMFED, has been posted as the new District Magistrate of Gopalganj.

Kishanganj

Naveen Kumar has been appointed as the new District Magistrate of Kishanganj as part of the latest administrative restructuring.

Dharmendra Kumar Gets Key Corporation Posting

Dharmendra Kumar, a 2013-batch IAS officer serving as Director (Social Security), has been transferred and appointed Chairman of the Bihar State Bridge Construction Corporation Limited (BSBCCL), Patna.

The appointment is being viewed as an important administrative assignment given the corporation’s role in infrastructure development across Bihar.

Government Focuses on Strategic Administrative Deployment

The simultaneous reshuffles involving both IAS and IPS officers indicate a broader effort by the Bihar government to reposition experienced officers in strategic administrative and policing roles.

Administrative observers believe the transfers are aimed at improving governance delivery, strengthening district-level administration and enhancing coordination between departments as the government prepares to implement key development and welfare initiatives across the state.

With new district magistrates taking charge in several major districts and senior officers being assigned important departmental responsibilities, the reshuffle marks one of the most extensive bureaucratic exercises undertaken by the state government in recent months.
