Bhubaneswar: In a move aimed at strengthening administrative efficiency and institutional capacity building, the Odisha government has announced key posting changes involving two senior IAS officers. The latest reshuffle reflects the state’s focus on enhancing governance, leadership development and labour welfare administration by assigning experienced officers to strategic positions.
The changes, notified by the state government, involve senior IAS officers Chithra Arumugam and Dodda Venkata Swamy, both of whom will now oversee critical responsibilities linked to administrative training and labour welfare.
Chithra Arumugam Given Focused Role in Administrative Capacity Building
Chithra Arumugam, a 1995-batch IAS officer, has been appointed as Director General, Training Coordination, Gopabandhu Academy of Administration (GAA), the state’s premier institution for training civil servants and government officials.
Prior to the latest order, she was serving as Additional Chief Secretary to the Government in the Labour & ESI Department while also holding additional charges as Additional Chief Secretary, Science & Technology Department, and Director General, Training Coordination, Gopabandhu Academy of Administration.
Under the new arrangement, Arumugam will focus on her role as Director General, Training Coordination, GAA, while continuing to hold the additional charge of Additional Chief Secretary to the Government, Science & Technology Department.
The move is expected to strengthen the state’s efforts toward administrative reforms, leadership development and capacity building for officers across various levels of government.
Dodda Venkata Swamy Takes Charge of Labour & ESI Department
In another significant decision, the Odisha government has appointed Dodda Venkata Swamy, a 2001-batch IAS officer, as Principal Secretary to the Government, Labour & Employees’ State Insurance (ESI) Department.
Swamy returns to the state administration after completing a stint on central deputation. His appointment is expected to bring valuable experience gained at the Union government level to one of Odisha’s most important welfare-oriented departments.
The Labour & ESI Department plays a crucial role in implementing labour welfare policies, safeguarding workers’ rights, promoting employment opportunities and overseeing various social security and employee welfare schemes across the state.

The latest administrative changes are being viewed as part of Odisha government’s broader effort to place experienced officers in sectors that require focused leadership and efficient policy implementation.
