1908 to 2026: Bihar Sets Sights on Digitising Nearly 5 Crore Land and Property Records for Easier Access

Bihar is accelerating the digitisation of nearly five crore land and property registration records dating from 1908 to the present to make documents more accessible and secure.

Patna: The Bihar government is accelerating the digitisation of registered land and property documents, with nearly five crore registration records dating from 1908 to the present targeted for digital conversion.

The initiative, which was launched last month, is aimed at making property records more secure and accessible. According to Bihar’s Prohibition, Excise and Registration Department Minister Madan Sahni, the digitisation drive will also make it easier for citizens to obtain certified copies of registration documents and access property-related information remotely.

Nearly 5 Crore Records Covered

The digitisation programme covers Bihar’s extensive collection of registered land and property documents.

Key details include:

  • Nearly 5 crore registration records from 1908 to the present are targeted for digitisation.
  • Records registered between 1996 and the current year have already been digitised.
  • The department is currently working on around 33 lakh documents registered between 1990 and 1995.
  • Nearly 20 lakh of these 1990-95 documents have already been digitised.
  • Around 68 lakh documents registered between 1996 and 2005 have already been digitised across registration offices.

Digitisation Underway Across Registration Offices

Bihar has 145 registration offices, according to the report.

The department has also completed the digitisation of nearly two crore documents registered between 2006 and 2025. Errors identified during the digitisation process have been rectified, while verification of errors in records from the 1996-2005 period is nearly complete.

Easier Access to Property Documents

The digitisation initiative is expected to make certified copies of registration documents available more efficiently. The minister said digital records would also make it easier to address complaints and disputes relating to land and property registration.

Once the digital system is fully operational, citizens will be able to access information about property ownership remotely, according to the report.

Bihar’s Long Land Registration History

Bihar has a long history of land registration. According to the report, land registration began in 1796 in Patna, Muzaffarpur and Purnia.

The ongoing digitisation exercise will cover records dating back to 1908 and is intended to preserve this historical registration data while making property-related information more accessible and secure.
