Patna: The Bihar government has launched a major initiative to provide free residential skill training and employment opportunities for children and young adults living in child care homes, aiming to make them self-reliant and job-ready across multiple industries.
The programme has been introduced by the Social Welfare Department Bihar under Mission Vatsalya, focusing on rehabilitation, skill development, and long-term employment support for vulnerable youth.
Training for 14 Professional Sectors Including Hospitality and IT
Under this initiative, children aged 16–18 years living in child care institutions, along with care leavers above 18 years, will receive free training based on their interests.
Training will be offered in 14 different sectors, including:
- Hotel Management and Hospitality Services
- Tourism
- Food and Beverage Processing
- Beauty and Wellness
- Cargo and Logistics
- Business and Banking
- Computer Operator Skills
- General Duty Assistant
- Textile and Garment Production
- Environmental Management
- Refrigeration and Air Conditioning
- Yoga and Physical Training Instructor
- Agriculture
- Dairy-based courses
The programme aims to prepare youth for real-world job roles and entrepreneurship opportunities.

Internship and Placement Support After Training
After completion of training, selected implementing agencies will provide full internship and placement support to candidates.
These agencies will be responsible for:
- Internship opportunities
- Job placement assistance
- Continuous placement support for up to two years after first job
The initiative ensures that young individuals transitioning out of child care homes can smoothly enter the workforce and achieve financial independence.
No Government Funding for Agencies, CSR Model to Be Used
The department has clarified that selected agencies will not receive direct financial assistance from the government.
Instead, they will run the programme through CSR (Corporate Social Responsibility) funds or their own resources.
During training, candidates will receive a monthly stipend of ₹6,000 to ₹8,000 to support their living expenses.
Focus on Safe Work Environment for Girls
Special provisions have been included to ensure safety and dignity for female candidates.
Agencies must guarantee:
- Safe working environments
- Presence of female staff at workplaces
- Gender-sensitive training and placement systems
This is aimed at encouraging greater participation of girls in skill development programmes.
Major Step Towards Self-Reliance and Employment Generation
Officials said that this initiative is designed to help youth from child care homes become independent through skill development and structured employment pathways.
Previously, a similar programme focused on hotel management had been implemented, under which 20 youths were placed in Bengaluru hotels. However, it was discontinued three years ago and is now being relaunched in an expanded form.
The government has invited interested organisations with a minimum annual turnover of ₹50 lakh to participate in the programme.
New Opportunity for Vulnerable Youth in Bihar
This initiative is expected to open new doors for children coming from care institutions by providing them training, job opportunities, and long-term support.
By linking skill development with employment, the programme aims to ensure a smoother transition into independent and dignified adult life.
