Patna: The Bihar government has introduced a new and more structured grievance redressal system under the “Sahayog Shivir” initiative, aimed at ensuring faster resolution of public complaints in rural areas.
The initiative, managed by the General Administration Department Bihar, focuses on resolving issues before citizens physically attend the camps by starting the application process 30 days in advance.
Application Process to Begin 30 Days Before Camps
Under the new system, villagers can now submit their complaints a month before the scheduled Sahayog Shivir.
Applications can be submitted through both:
- Online mode via the government’s Sahayog portal
- Offline mode at designated district offices
Officials said the goal is to ensure that most grievances are resolved before applicants even arrive at the camp.
If any issue remains unresolved, citizens will be informed in writing with proper reasons and next steps.

Camps Held Twice a Month in Panchayats
Sahayog Shivir camps will be organized in gram panchayats on the first and third Tuesday of every month, starting from May 19. District Magistrates (DMs) have been given the responsibility to decide the number and location of camps based on local needs. The initiative is designed to bring administration closer to rural citizens and ensure quick, transparent, and accountable governance at the grassroots level.
District Magistrates Assigned Key Awareness Role
To ensure successful implementation, District Magistrates have been assigned a major responsibility to create public awareness in villages about the 30-day advance application system. Officials believe that awareness campaigns will help more citizens use the system effectively and reduce delays in grievance redressal.
Nodal Officers from All Departments to Be Present
Each Sahayog Shivir camp will have nodal officers from key departments, including:
- Police
- Revenue
- Electricity
- Road Construction
- Health
- Rural Development
- Public Health Engineering Department (PHED)
- Water Resources
These officers will directly review applications and work toward immediate resolution of issues.
If a complaint cannot be resolved on the spot, applicants will be given written updates along with the next date of hearing or action.
Government’s Focus on Fast and Transparent Problem Solving
The new system is aimed at improving efficiency in rural governance by reducing delays and ensuring that citizens receive timely updates on their grievances. Officials said that the structured pre-application process will help departments prepare in advance, leading to faster and more effective problem resolution.
