Chandigarh: The Punjab government has transferred two senior IAS officers in an administrative reshuffle, bringing changes in the leadership of the Power, New & Renewable Energy Sources, Industries & Commerce and Investment Promotion departments.
The latest changes involve Gurkirat Kirpal Singh (IAS: 2001) and Basant Garg (IAS: 2005). While Singh has been assigned additional responsibility for the Power and New & Renewable Energy Sources departments, Garg has been shifted to Industries & Commerce and Investment Promotion.
Gurkirat Kirpal Singh Gets Power Department Charge
Gurkirat Kirpal Singh, a 2001-batch IAS officer, has been transferred from his earlier responsibilities as Principal Secretary, Social Security, Women & Child Development, with additional charge of Principal Secretary, Industries & Commerce and Investment Promotion.
Following the reshuffle, Singh will hold the following responsibilities:
- Principal Secretary, Social Security, Women & Child Development
- Principal Secretary, Power
- Principal Secretary, New & Renewable Energy Sources
The new assignment gives Singh administrative responsibility for Punjab’s power sector as well as the state’s renewable energy-related affairs.

Basant Garg Shifted to Industries & Commerce
Basant Garg, a 2005-batch IAS officer, has been transferred from the Power and New & Renewable Energy Sources departments.
Before the transfer, Garg was serving as:
- Administrative Secretary, Power
- Administrative Secretary, New & Renewable Energy Sources
- Chairman-cum-Managing Director, Punjab State Transmission Corporation Limited (PSTCL)
- Chairman-cum-Managing Director, Punjab State Power Corporation Limited (PSPCL)
He has now been appointed Administrative Secretary, Industries & Commerce, with additional charge of Administrative Secretary, Investment Promotion.
Garg will also hold the additional responsibility of Administrative Secretary, Promotion of Information Technology Industry.

Change in Leadership of Punjab Power Sector
The reshuffle brings a change in the administrative leadership of Punjab’s Power and New & Renewable Energy Sources departments.
With Singh taking charge of these departments, Garg has moved to the state’s industrial and investment-related responsibilities. His earlier additional responsibilities as CMD of PSTCL and PSPCL were also part of his Power Department assignment.
The latest administrative changes are expected to realign responsibilities across Punjab’s key sectors, including power, renewable energy, industrial development, investment promotion and information technology.
