Patna: Bihar has stepped up its women’s safety and police mobility initiatives with the distribution of 4,700 scooters and motorcycles, including 2,700 scooters for women police personnel serving in the Abhaya Brigade, also known as Police Didis.
Chief Minister Samrat Choudhary handed over the vehicles at a programme held at Gyan Bhawan near Gandhi Maidan on Wednesday. The initiative is expected to help Police Didis respond faster to incidents and increase patrolling around schools, colleges and other locations.
Deputy Chief Minister Vijay Kumar Choudhary, who addressed the programme, said Bihar has emerged as a leading state in women’s empowerment through initiatives focused on education, economic independence and social development.
2,700 Scooters for Police Didis
Under the programme, 2,700 scooters will go to women police personnel, while 2,000 motorcycles will be distributed among male constables.
The additional mobility is aimed at improving the reach of the Abhaya Brigade. Police Didis can use the scooters to cover larger areas during patrols and reach locations more quickly when they receive information about an incident.
Their presence around educational institutions is also expected to strengthen the security environment for students, particularly women and girls.
Vijay Kumar Choudhary said the scooters would play an important role in making the Police Didis more effective on the ground.

Bihar Links Women’s Empowerment With Education
The Deputy Chief Minister highlighted the state’s earlier initiatives aimed at increasing girls’ participation in education.
He said programmes providing bicycles and uniforms to schoolgirls, along with the Mukhyamantri Kanya Utthan Yojana, created opportunities for girls to continue their education and become more independent.
According to him, the impact of these measures is now visible in Bihar’s education sector, with the state’s gender parity index moving ahead of the national average.
The government is also taking steps to support women pursuing higher education.
₹10,000 Monthly Fellowship for PhD Scholars
Vijay Kumar Choudhary said the state is introducing a PhD Girl Fellowship Scheme under which around 1,000 girls and women pursuing PhD programmes will receive ₹10,000 per month for four years.
The proposed support is intended to encourage more women to pursue advanced education and strengthen their participation in higher academic and professional fields.
The Deputy Chief Minister said the initiative builds on the women-focused measures introduced earlier and aims to take women’s educational empowerment further.
Raksha Bandhan Initiative Focuses on Women’s Safety
Deputy Chief Minister Bijendra Prasad Yadav described the vehicle distribution as a major initiative for women’s empowerment and safety on the occasion of Raksha Bandhan.
He said the government is continuing efforts to improve women’s education, income opportunities, empowerment and prospects for the future.
The initiative combines women’s safety with improved mobility for women police personnel, giving the Abhaya Brigade greater operational reach.
Home Department Highlights Police Support
Home Department Principal Secretary Pankaj Kumar said providing scooters to the Abhaya Brigade on Raksha Bandhan marks a new step towards strengthening women’s safety.
He said women’s security remains a priority for the state government and that the government has undertaken several measures for women’s political, economic and social empowerment.
The programme was attended by senior police and government officials. DGP Vinay Kumar and other officers were welcomed by ADG (Law and Order) K Suhita Anupam, who presented them with saplings and mementoes.
Police Didis Share Their Experiences
The programme also gave Police Didis an opportunity to speak about how the initiative could change their work on the ground.
Police personnel Ruchi Kumari and Reema Kumari shared their experiences during the event.
Reema Kumari spoke about the benefits of government initiatives that provide girls with education, uniforms and bicycles. She said such support helped her continue her education and eventually join the police force.
She then asked Chief Minister Samrat Choudhary if she could address him as “Bhaiya” and expressed her wish to tie a Rakhi to him. After he agreed, she tied a Rakhi to the Chief Minister on stage. Ruchi Kumari, who is posted with the Patna district force, also tied a Rakhi to him.
Ruchi said the scooter would allow her to patrol considerably longer distances. She recalled that earlier she could patrol only around 100 metres, while the new vehicle would make it easier to monitor schools, colleges and other locations.
Mobility Could Improve Ground-Level Policing
For the Abhaya Brigade, better mobility could make a practical difference in day-to-day policing. Faster movement can help Police Didis cover wider areas, respond to information more quickly and maintain a visible presence around places frequented by women and children.
The wider programme also reflects Bihar’s attempt to connect women’s empowerment with multiple areas, from education and financial support to employment and public safety.
With 2,700 scooters being provided to women police personnel and a proposed fellowship for women pursuing PhD programmes, the state is combining operational support with longer-term opportunities for women.
The initiative therefore goes beyond vehicle distribution. By improving the mobility of women police personnel while expanding educational opportunities for women, Bihar is seeking to strengthen both women’s safety and participation in education and public life.
