BRICS Industry Ministers Adopt Joint Declaration to Boost MSMEs, Startups and Industrial Cooperation

India concluded the 10th BRICS Industry Ministers’ Meeting in Jaipur with agreements to strengthen MSMEs, startups, photovoltaics and industrial cooperation.

Jaipur: India successfully concluded the 10th BRICS Industry Ministers’ Meeting in Jaipur, Rajasthan, under its BRICS Chairship 2026, with member countries adopting a Joint Declaration aimed at strengthening industrial cooperation and advancing collaboration in MSMEs, photovoltaics, startups, innovation, transport and logistics.

Held under the theme “Building for Resilience, Innovation, Cooperation and Sustainability,” the meeting brought together Industry Ministers and senior representatives of BRICS member countries to discuss ways to strengthen industrial capabilities, accelerate technological transformation and create greater opportunities for collaborative action.

Focus on Practical Industrial Cooperation

Addressing the meeting, Union Minister of Commerce and Industry Piyush Goyal welcomed delegates to Jaipur and highlighted the importance of converting aspirations into practical innovation and cooperation.

Goyal emphasised that BRICS countries should leverage their complementary strengths to build resilient industries and said the Partnership on New Industrial Revolution (PartNIR) has evolved into the principal mechanism for industrial collaboration among member countries.

Minister of State for Commerce and Industry Jitin Prasada reaffirmed India’s commitment to stronger industrial partnerships among BRICS members and highlighted cooperation, innovation and mutual trust as key elements of a resilient and inclusive industrial future.

Joint Declaration Adopted

A major outcome of the meeting was the adoption of the Joint Declaration of the Tenth BRICS Industry Ministers’ Meeting.

The declaration reflects the collective commitment of BRICS members to move beyond dialogue and establish practical instruments of cooperation aimed at strengthening industries and supporting inclusive economic development.

The meeting also highlighted progress made under India’s 2026 BRICS Chairship through PartNIR and the deliberations of its Advisory Group and thematic Working Groups.

New Frameworks for MSMEs and Photovoltaic Industry

The meeting saw progress across four priority areas identified by India for strengthening industrial cooperation.

Key outcomes included:

  • Framework for Cooperation in the SME Working Group to strengthen MSME ecosystems among BRICS countries.
  • Terms of Reference and Action Plan for the BRICS Working Group on the Photovoltaic Industry, establishing a structured framework for cooperation in the sector.
  • Action Plan on innovation-led growth by startups to promote entrepreneurship and innovation.
  • Greater focus on resilient transport and logistics systems, including GIS-based infrastructure planning and city logistics planning.

India also proposed the establishment of a BRICS Incubator Network and a BRICS Startup Innovation Fund to support innovation-led growth and strengthen cooperation among startups and innovators.

BRICS Members Push for Resilient Industrial Ecosystems

Industry Ministers and Heads of Delegation from BRICS member countries shared national perspectives on industrial development, including policy initiatives, priorities and achievements.

The discussions focused on:

  • Strengthening industrial capabilities and accelerating digital and technological transformation.
  • Building resilient and inclusive industrial ecosystems to address shared development challenges.
  • Promoting practical collaboration, knowledge sharing, capacity building and industrial innovation through PartNIR.

Delegations also welcomed the progress made under India’s 2026 Chairship, noting that the initiatives undertaken through PartNIR could strengthen institutional cooperation, innovation and capacity building while supporting the development of resilient, competitive and future-ready industries.

BRICS Trade Ministers’ Meeting on August 7

India will next host the 16th BRICS Trade Ministers’ Meeting in Jaipur on August 7, 2026, under its BRICS Chairship.

The meeting follows the Third Meeting of the BRICS Contact Group on Economic and Trade Issues (CGETI), held in New Delhi on August 3 and 4.

The Trade Ministers’ Meeting will be chaired by Piyush Goyal and will bring together Trade Ministers and senior officials from BRICS member countries to discuss international trade and economic cooperation.

Focus on MSMEs and Global Value Chains

Discussions under the CGETI focused on strengthening the multilateral trading system, increasing MSME participation in international trade, building resilient global value chains and facilitating cross-border digitally delivered services.

The upcoming Trade Ministers’ Meeting is expected to advance India’s commitment to an open, inclusive, transparent and rules-based trading system, with the WTO at its core, while supporting resilient supply chains, innovation-led growth and deeper economic cooperation towards the vision of Viksit Bharat@2047.

The visiting Ministers and delegations will also visit City Palace and Hawa Mahal as part of a cultural excursion showcasing India’s heritage and traditions.
