The Enforcement Directorate has accelerated its investigation into money laundering allegations involving Ms. Abhilasha Kumari Sharma and Mr. Yogesh Kumar Sagar, both Bihar cadre IAS officers. As part of its expanded inquiry, the agency issued a letter on November 19 to the state’s Special Vigilance Unit requesting detailed documents, activity records, and complete files under the Prevention of Money Laundering Act, 2002. According to details shared, the ED has already provided preliminary information to the SVU, indicating that the case is entering a more intensive phase.

Focus on Administrative Decisions and Financial Transactions

The investigation revolves around financial transactions and administrative decisions carried out during the officers’ previous postings. Authorities have been examining whether any decisions resulted in irregularities or undue financial advantage. This active scrutiny suggested early on that the case might see substantial developments once supporting documents were reviewed.

In a new development, however, the ED’s probe into these matters has led to two separate outcomes. After completing its assessment, the ED has given a clean chit to Mr. Yogesh Kumar Sagar, finding no incriminating evidence against him. The agency formally communicated this conclusion to the state government through an SVU letter. At the same time, no final decision has yet been announced in the case of Ms. Abhilasha Kumari Sharma, whose financial and administrative decisions remain under examination.

Case Transfer to the Economic Offenses Unit

Following its review, the Enforcement Directorate transferred the matter to the state’s Special Economic Offenses Unit under Section 66, which is expected to evaluate any remaining aspects of the inquiry. As part of its broader examination, the ED had scrutinized all Budco directors from 2015 to 2025, a period that included Mr. Sagar’s tenure.

Who is IAS Yogesh Kumar Sagar?

Mr. Yogesh Kumar Sagar, a 2017 batch IAS officer, began his administrative journey as Sub-Divisional Officer in Forbesganj, Araria. He went on to serve as Commissioner of the Bhagalpur Municipal Corporation before being appointed Managing Director of BUDCO from March 2024 to February 2025. He currently serves as the Director of the Social Welfare Department.

Known for his governance acumen, transparency-focused approach, and steady handling of public welfare initiatives, Mr. Sagar has consistently managed key portfolios with integrity. Although the ED initially reviewed decisions related to his Budco tenure, the clean chit confirms that no irregularities were committed under his watch.

Who is IAS Abhilasha Kumari Sharma?

Ms. Abhilasha Kumari Sharma, a 2014 batch IAS officer, began her service with the Ministry of Home Affairs before joining the Bihar cadre. She has held multiple significant postings, including District Magistrate of Sitamarhi and Joint Secretary in the Finance Department. She currently serves as Additional CEO and Deputy Secretary in the Rural Development Department.

Highly regarded for her strategic planning, on-ground administrative coordination, and commitment to citizen-focused governance, Ms. Sharma has played an important role in implementing welfare schemes and developmental initiatives. Her earlier decisions are currently being examined, and further clarity is expected once the review process progresses.

What Comes Next?

With the ED’s partial findings now forwarded to the concerned state units, the next steps will depend on the documentation evaluation and recommendations from the Special Economic Offenses Unit. While Mr. Sagar’s case has reached closure, the review concerning Ms. Sharma’s administrative decisions may lead to additional action or clarification in the coming days.
