Cane to Cash: Bihar Govt Rolls Out Rs 49 Crore Scheme to Boost Sugarcane Farming and Farmer Incomes

Patna: In a landmark initiative aimed at revitalizing sugarcane farming in Bihar, the state government has launched a ₹49 crore scheme under the Chief Minister Sugarcane Development Program (2025–26). The scheme is designed to increase productivity, strengthen the sugar industry, and significantly enhance farmer incomes across sugarcane-growing regions.

A Game-Changer for Sugarcane Farmers

Sugarcane is a major commercial crop in Bihar, supporting the livelihoods of lakhs of farmers and agricultural workers. This new initiative is seen as a strategic intervention that not only addresses production bottlenecks but also seeks to make Bihar a competitive player in the national sugar economy.

The program is part of a broader vision to modernize agriculture through scientific practices and strengthen industry linkages. The state’s Agriculture Department has emphasized that the scheme will also support the revival and growth of sugar mills, creating a ripple effect in rural employment and industrial output.

₹49 Crore Allocation to Boost Yield and Quality

The comprehensive plan, with a total outlay of ₹49 crore, will be implemented during the financial year 2025–26. A key focus will be on increasing both the per hectare yield and sugar recovery rate, two critical factors influencing profitability for both farmers and the sugar industry.

This investment will directly support seed development, promote scientifically selected sugarcane varieties, and provide technical training to farmers to adopt better cultivation practices.

Adoption of 16 High-Yield Varieties

To ensure tangible improvement in yields, the government has shortlisted 16 improved varieties of sugarcane, including:

  • CO-0238
  • CO-0118
  • CO-98014
  • COP-112

Rajendra Ganna-I

  • COLK-94184
  • BO-153
  • COLK-14201, among others.

These varieties have been proven to produce higher yields and better recovery rates under local agro-climatic conditions. Farmers will be eligible for benefits under the scheme only if they adopt these varieties, ensuring alignment with scientific crop planning.

Digital Integration Through “Cane Care” Portal

In a significant move towards transparency and efficiency, the scheme will be fully implemented via the “Cane Care” digital portal. Farmers will be able to:

Apply online,

  • Track application status,
  • Receive timely payments, and
  • Access scheme-related advisories.

This digital transformation ensures that the subsidy and support mechanisms are delivered without delays or middlemen, increasing trust and satisfaction among the farming community.

Implementation & Oversight

The Department of Sugarcane Development will lead the implementation of the scheme in close collaboration with operational sugar mills. At the regional level, the Deputy Director, Sugarcane Development will oversee execution and monitoring to ensure quality control and timely support.

This coordination between government bodies and industry stakeholders is expected to streamline the supply chain from field to factory.
