New Delhi: The Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) reviewed enforcement and compliance across the National Capital Region during its 140th Enforcement Task Force meeting held on October 1, 2026.
The review covered the reporting period from September 8 to 24, during which 197 inspections were conducted across Construction and Demolition (C&D) sites, industrial units and Diesel Generator (DG) sets. The inspections resulted in violations being reported in 85 cases.
197 Inspections Conducted Across Three Sectors
Of the 197 inspections, 10 were conducted at C&D sites, 111 in the industrial sector and 76 related to DG sets. The industrial inspections included 22 carried out as part of a special inspection drive.

Violations were reported in 8 C&D cases, 49 industrial cases and 28 DG-related cases.

Hapur Drive Finds Violations at 17 Premises
The Enforcement Task Force also reviewed a special inspection drive conducted in Hapur, Uttar Pradesh, on September 15 by seven CAQM Flying Squad teams along with district administration, police and Uttar Pradesh Pollution Control Board officials.
The teams inspected 22 premises. Five were found compliant, while one had already been sealed by the UP Pollution Control Board.
For the remaining cases, proposed actions included closure of four units, sealing of one DG set, orders in five cases, Environmental Compensation in four cases, and re-inspection and prosecution in two cases.
28,744 NCR Entities Inspected So Far
As of October 1, CAQM’s Flying Squads had conducted inspections at 28,744 units, projects and entities across NCR.
The cumulative enforcement figures showed that 1,831 Closure Directions had been issued. Of these, 1,488 Resumption Orders were issued after compliance was verified. Another 127 cases were transferred to the respective State Pollution Control Boards or Delhi Pollution Control Committee for final decisions, while 216 entities remained pending for resumption orders.
All 21 Units Inspected in Loni Found Non-Compliant
A separate special inspection drive was conducted in Loni, Ghaziabad, Uttar Pradesh, on September 29. Seven inspection teams examined 21 industrial units or locations, and all 21 were reported as non-compliant.
The violations included operating furnaces without adequate stacks, chimneys or Air Pollution Control Devices (APCDs), operating without valid Consent to Operate (CTO), use of unapproved fuels including coal, and operation of units in non-conforming areas.
The inspection also identified DG-set-related violations, pit furnaces operating without required pollution-control systems and waste-processing activities without CTO and adequate APCDs. CAQM also reported indications of continued activity at some previously sealed premises, including sounds associated with metal activity or smoke emissions.
CAQM Calls for Continued Enforcement
The Commission reiterated the need for continued enforcement, timely verification of compliance and coordination among implementing agencies. It also emphasized continued inspections and monitoring of industrial units, C&D activities and DG sets as part of efforts to implement prescribed air-quality norms across NCR.
