Mumbai: Central Bank of India has signed a Memorandum of Understanding (MoU) with the Government of Maharashtra and Ernst & Young LLP (EY) to develop, operate and support a Fraud Analytics Engine (FAE) for the Chief Minister’s Relief Fund (CMRF) system.

The initiative aims to strengthen the monitoring of relief fund disbursements by using data analytics to identify suspicious patterns and potential irregularities at an early stage. The collaboration is expected to help improve the security and transparency of transactions involving public funds meant for relief and welfare activities.

Central Bank of India Joins Maharashtra Government and EY for Fraud Analytics

Under the MoU, Central Bank of India, the Government of Maharashtra and Ernst & Young LLP will work together on the development and operation of the Fraud Analytics Engine.

The system is intended to use data-driven analysis to detect unusual patterns in claims and transactions associated with the Chief Minister’s Relief Fund. By identifying potential red flags at an early stage, the technology can support efforts to reduce the risk of fraud and strengthen the overall monitoring of relief fund disbursements.

The collaboration brings together the banking and technology expertise of Central Bank of India with EY’s capabilities in technology and analytics, along with the Maharashtra Government’s role in administering the relief fund system.

MoU Exchanged at Chief Minister’s Office in Mumbai

The MoU exchange ceremony was held at the Chief Minister’s Office in Mantralaya, Mumbai.

Dr. Shrikar Pardeshi, IAS, Principal Secretary to the Chief Minister of Maharashtra, was present at the occasion.

Central Bank of India was represented by:

  • Mr. Pranav Kapoor, Regional Head – SMRO
  • Mr. Vijay Dongare, Chief Manager – PRO, MMZO

The signing marks a collaborative effort to bring advanced data analytics into the monitoring and governance of the Chief Minister’s Relief Fund system.

Fraud Analytics Engine to Help Identify Suspicious Patterns

Relief funds are often disbursed to beneficiaries in situations that require timely assistance. The speed and scale of such transactions can make monitoring and identifying irregularities a complex task.

The proposed Fraud Analytics Engine is expected to add an analytical layer to the existing system. It can help identify unusual claims, transaction patterns or other potential red flags that may require further examination.

The key objectives of the initiative include:

  • Identifying suspicious patterns through data analytics
  • Supporting early detection of potential fraud
  • Strengthening monitoring of relief fund transactions
  • Improving the security of public money
  • Supporting greater transparency in relief fund disbursements

The use of analytics can potentially help authorities take a closer look at transactions that deviate from expected patterns, thereby strengthening safeguards around public funds.

Central Bank of India and EY to Bring Technology Expertise

Central Bank of India will contribute its banking and technology experience to the initiative, while Ernst & Young LLP will support the development and ongoing operation of the Fraud Analytics Engine. The partnership reflects the growing role of technology and data analytics in strengthening financial controls and improving the delivery of public welfare programmes.

Technology-Driven Governance in Maharashtra

The collaboration also reflects Maharashtra’s efforts to incorporate technology into the governance and monitoring of welfare and relief initiatives.

The use of data analytics in public fund management can help authorities improve oversight while identifying potential irregularities more efficiently. Such technology-driven systems can play an important role in strengthening public trust by helping ensure that relief funds reach their intended beneficiaries.
