New Delhi: The Centre has approved the appointments of three IAS officers and one Indian Audit and Accounts Service (IA&AS) officer as Deputy Secretaries in different Union ministries under the Central Staffing Scheme.
According to notifications issued by the Department of Personnel and Training (DoPT) on July 16, 2026, Angel Bhati Chauhan (IAS:2014:AGMUT), Apurva Dubey (IAS:2013:UP), Mona Kumari Jain (IA&AS:2013) and Manish Mishra (IAS:2015:WB) have been appointed to key positions for a period of four years.
Angel Bhati Chauhan Posted to Department of Drinking Water and Sanitation
Ms Chauhan (IAS:2014:AGMUT) has been appointed as Deputy Secretary, Department of Drinking Water and Sanitation for a tenure of four years.
Before her Central deputation, she was serving as Director, Higher Education Department, Delhi, a position she has held since February 16, 2026.
Born on November 27, 1989, she is a graduate in Medical Sciences from the Rajasthan University of Health Sciences.
Over the course of her career, she has served in several important administrative positions, including:
- Deputy Commissioner
- Sub-Divisional Magistrate (SDM)
- Assistant Secretary
Apurv Dubey Joins Drinking Water and Sanitation Department
Apurva Dubey (IAS:2013:UP) has also been appointed as Deputy Secretary in the Department of Drinking Water and Sanitation for a period of four years.
Prior to this appointment, she was serving as Director, State Urban Development Agency (SUDA), Lucknow, since May 20, 2025.
A graduate in English Literature (Honours) from the University of Delhi, Dubey has held several important assignments in Uttar Pradesh, including:
- Vice-Chairperson, Aligarh Development Authority
- Special Secretary
- Chief Development Officer
- Joint Magistrate
- Assistant Secretary
- Assistant Magistrate and Collector
Mona Kumari Jain Appointed Deputy Secretary in MoSPI
Mona Kumari Jain (IA&AS:2013) has been appointed as Deputy Secretary in the Ministry of Statistics and Programme Implementation (MoSPI).
An officer of the Indian Audit and Accounts Service, she joined the civil services in 2013 and completed her professional training at the National Academy of Audit and Accounts (NAAA), Shimla.
She was recommended for Central deputation by the Office of the Comptroller and Auditor General (CAG) of India before being selected for the present assignment under the Central Staffing Scheme.
Her appointment will be for four years from the date she assumes charge or until further orders.
Manish Mishra Posted to Department of Chemicals & Petrochemicals
Manish Mishra (IAS:2015:WB) has been appointed as Deputy Secretary in the Department of Chemicals and Petrochemicals for a tenure of four years.
Before his appointment at the Centre, Mishra was serving as Special Secretary, Home Department, Government of West Bengal, since March 16, 2026.
Born on August 21, 1984, he holds M.A. and M.Phil. degrees in Economics.
His previous administrative experience includes serving as:
- District Magistrate
- Additional District Magistrate
Strengthening Central Administration
The appointments are part of the Centre’s ongoing efforts to strengthen policy implementation across key ministries through experienced officers drawn from the IAS and other All India and Central Civil Services.
While Angel Bhati Chauhan and Apurva Dubey will contribute to programmes related to drinking water and sanitation, Mona Kumari Jain will work in statistical governance and programme monitoring, and Manish Mishrawill support policymaking in the chemicals and petrochemicals sector.
