New Delhi: The Centre has appointed Sahil Goyal (IDAS:2011) and Raval Hamendra Kumar (IAS:2011:Tripura)as Directors in the Department of Water Resources, River Development and Ganga Rejuvenation, under the Ministry of Jal Shakti, for a period of five years.
The appointments were approved through notifications issued on July 16, 2026, under the Central Staffing Scheme.
Sahil Goyal Appointed Director in Water Resources Department
Mr Goyal (IDAS:2011) has been appointed as Director in the Department of Water Resources, River Development and Ganga Rejuvenation for a tenure of five years.
Born on July 11, 1986, Goyal joined the Indian Defence Accounts Service (IDAS) after clearing the 2010 Civil Services Examination and was formally inducted into the service in October 2012.
Career Highlights
Over his career, Goyal has held several important financial and administrative assignments, including:
- Joint Controller of Defence Accounts (JCDA) for the Border Roads Organisation (BRO) in Chandigarh.
- Integrated Financial Advisor (IFA) for the Army Training Command (ARTRAC) in Shimla.
- Deputy Controller of Defence Accounts (DCDA) under the Principal Controller of Defence Accounts.
He was promoted to the Junior Administrative Grade (Selection Grade) on January 1, 2024.
Goyal has also completed the Mid-Career Training Programme (Phase III) at the Indian Institute of Management (IIM), Bengaluru, under the Controller General of Defence Accounts (CGDA).
Raval Hamendra Kumar Moves to Centre
Mr Kumar (IAS:2011:Tripura) has also been appointed as Director in the Department of Water Resources, River Development and Ganga Rejuvenation for a period of five years.
Before his Central deputation, he was serving as Special Secretary, School Education Department, Government of Tripura.
Born on August 18, 1984, he holds a Bachelor of Science in Biology from the University of Kota.
Administrative Experience
During his career in the Tripura cadre, Raval Hamendra Kumar has served in several important positions, including:
- Special Secretary to the Government of Tripura
- District Collector and District Magistrate
- Chief Executive Officer
He is fluent in English and Hindi and has worked extensively in education, district administration and state governance.
Strengthening the Ministry of Jal Shakti
The appointments of Sahil Goyal and Raval Hamendra Kumar are expected to strengthen the Department of Water Resources, River Development and Ganga Rejuvenation, which plays a key role in water resource management, river conservation and implementation of flagship programmes under the Ministry of Jal Shakti, including initiatives related to the National Mission for Clean Ganga.
