New Delhi: The Central Government has appointed seven officers as Chief Vigilance Officers (CVOs) in several public sector undertakings and government organisations, including MECON Limited, Bharat Petroleum Corporation Limited (BPCL), National Hydro Power Corporation Limited (NHPC), Goa Shipyard Limited (GSL), the Airports Authority of India (AAI), Bharat Coking Coal Limited (BCCL) and Madras Fertilizers Limited (MFL).
The appointments were approved through separate orders issued by the Department of Personnel and Training (DoPT) on October 9 and 10, 2026. The orders provide for an initial tenure of three years from the date the officers assume charge, or until further orders, whichever is earlier.
The seven officers appointed to these vigilance positions belong to different central services, including the Indian Railway Stores Service, Indian Telecommunications Service, Indian Revenue Service and Indian Forest Service, as well as the Indian Administrative Service.
The appointments cover organisations operating in sectors such as engineering and consultancy, petroleum, hydropower, shipbuilding, coal, fertilisers and airport infrastructure.
List of Seven Officers Appointed as CVOs
The officers and their respective postings are as follows:
- Hemraj Meena (IRSSE:2006) – Chief Vigilance Officer, MECON Limited, Ranchi.
- Brahmananda Srivastava (ITS:2001) – Chief Vigilance Officer, Airports Authority of India, Delhi.
- Shalini Verma (IRS-IT:2004) – Chief Vigilance Officer, Bharat Petroleum Corporation Limited, Delhi.
- Debendra Dalai (IFoS:1999) – Chief Vigilance Officer, National Hydro Power Corporation Limited, Delhi.
- Shanker Lal Meghavanshi (ITS:2001) – Chief Vigilance Officer, Goa Shipyard Limited, Goa.
- Anjay Tiwari (IRTS:2013) – Chief Vigilance Officer, Bharat Coking Coal Limited, Dhanbad.
- A Muthamma (IAS:2009) – Chief Vigilance Officer, Madras Fertilizers Limited, Chennai.
Hemraj Meena Appointed CVO of MECON Limited
Hemraj Meena (IRSSE:2006) has been appointed Chief Vigilance Officer of MECON Limited, Ranchi.
MECON Limited is a public sector undertaking associated with engineering, consultancy, project management and industrial services.
Meena’s appointment will be for an initial period of three years from the date he assumes charge, or until further orders, whichever is earlier.
Brahmananda Srivastava Appointed CVO of Airports Authority of India
Brahmananda Srivastava (ITS:2001) has been appointed Chief Vigilance Officer of the Airports Authority of India (AAI), Delhi.
The AAI is responsible for developing, maintaining and managing civil aviation infrastructure, including airports and air navigation services under its jurisdiction.
Srivastava will serve for an initial tenure of three years from the date he assumes charge, or until further orders, whichever is earlier.
Shalini Verma Appointed CVO of BPCL
Shalini Verma (IRS-IT:2004) has been appointed Chief Vigilance Officer of Bharat Petroleum Corporation Limited (BPCL), Delhi.
BPCL is a major public sector undertaking in the petroleum sector, with operations spanning refining, fuel distribution and marketing.
Verma’s appointment will be for an initial period of three years from the date of assuming charge, or until further orders, whichever is earlier.
Debendra Dalai Appointed CVO of NHPC
Debendra Dalai (IFoS:1999) has been appointed Chief Vigilance Officer of National Hydro Power Corporation Limited (NHPC), Delhi.
NHPC is a public sector enterprise engaged in the development and operation of hydropower projects and other power-generation initiatives.
Dalai will serve for an initial tenure of three years from the date he assumes charge, or until further orders, whichever is earlier.
Shanker Lal Meghavanshi Appointed CVO of Goa Shipyard Limited
Shanker Lal Meghavanshi (ITS:2001) has been appointed Chief Vigilance Officer of Goa Shipyard Limited (GSL), Goa.
GSL is a public sector shipbuilding company involved in the construction and repair of vessels, including ships for defence and other maritime requirements.
Meghavanshi’s appointment will be for an initial period of three years from the date he assumes charge, or until further orders, whichever is earlier.
Anjay Tiwari Appointed CVO of Bharat Coking Coal Limited
Anjay Tiwari (IRTS:2013) has been appointed Chief Vigilance Officer of Bharat Coking Coal Limited (BCCL), Dhanbad, Jharkhand.
According to the DoPT order issued on October 9, 2026, his tenure will begin from the date he assumes charge on or after January 1, 2027, subject to further orders. His appointment is for an initial period of three years from the date of assuming charge, or until further orders, whichever is earlier.
BCCL is a public sector coal company primarily engaged in the production and supply of coking coal, an important raw material for the steel industry.
IAS A Muthamma Appointed CVO of Madras Fertilizers Limited
IAS officer A Muthamma (IAS:2009) has been appointed Chief Vigilance Officer of Madras Fertilizers Limited (MFL), Chennai, Tamil Nadu.
Her appointment, approved through a DoPT order dated October 9, 2026, is for an initial period of three years from the date she assumes charge, or until further orders, whichever is earlier.
Madras Fertilizers Limited is a public sector undertaking in the fertiliser industry, associated with the production and marketing of fertilisers and related agricultural inputs.
Muthamma’s appointment places her in the company’s designated vigilance position, with her tenure governed by the terms specified in the appointment order.
Three-Year Tenure for the CVO Appointments
The seven appointments cover vigilance positions across public sector organisations and the Airports Authority of India. The DoPT orders generally specify an initial tenure of three years from the date the respective officers assume charge, or until further orders, whichever is earlier.
Anjay Tiwari’s appointment at BCCL has a specific assumption-of-charge condition: his tenure will begin on or after January 1, 2027. The other officers’ tenure periods will begin from the dates they assume charge of their respective posts.
The appointments span a range of strategic sectors, including energy, petroleum, coal, fertilisers, aviation, engineering and shipbuilding.
