New Delhi: The central government has issued three separate orders concerning Chief Vigilance Officer (CVO) positions in public sector undertakings, extending the tenure of one serving CVO and assigning additional responsibilities to two other officers.
The orders issued by the Department of Personnel and Training (DoPT) provide for a two-year extension for Govindarajan Appakkannu, IPoS:2000, as CVO of NLC India Limited (NLCIL), Neyveli, while Neelakanta Reddy, IRSSE:1997, and Renuka Mishra, IES:2003, have been given additional charge of CVO posts at Kudremukh Iron Ore Company Limited (KIOCL), Bengaluru, and Heavy Engineering Corporation Limited (HEC), Ranchi, respectively.
Govindarajan Appakkannu Gets Two-Year Extension at NLCIL
Govindarajan Appakkannu (IPoS:2000), currently serving as Chief Vigilance Officer of NLC India Limited (NLCIL), Neyveli, has been granted an extension of his tenure.
Under the DoPT order, his tenure has been extended beyond October 15, 2026, up to October 15, 2028, or until further orders, whichever is earlier.
Appakkannu will therefore continue to serve as CVO of the public sector enterprise for another two years, subject to the terms specified in the government order.
The extension ensures continuity in the vigilance administration of NLCIL, one of the country’s major public sector enterprises in the lignite mining and power sector.

Neelakanta Reddy Gets Additional Charge of KIOCL CVO
In another order, Neelakanta Reddy (IRSSE:1997), who is serving as CVO of National Mineral Development Corporation Limited (NMDC), Hyderabad, has been assigned the additional charge of CVO, Kudremukh Iron Ore Company Limited (KIOCL), Bengaluru.
Reddy will hold the additional responsibility for one year or until the appointment of a regular CVO, whichever is earlier.
The arrangement allows KIOCL’s vigilance functions to continue under an existing senior officer until a regular appointment is made.
Reddy is a 1997-batch officer of the Indian Railway Service of Signal Engineers (IRSSE).
Renuka Mishra Given Additional Charge at HEC
The third order concerns Renuka Mishra (IES:2003), who is currently serving as Economic Advisor in the Ministry of Heavy Industries.
She has been assigned the additional charge of Chief Vigilance Officer, Heavy Engineering Corporation Limited (HEC), Ranchi.
Mishra’s additional charge will be for three months from the date she assumes charge, or until further orders, whichever is earlier.
Her existing responsibilities as Economic Advisor in the Ministry of Heavy Industries will continue alongside the additional CVO assignment, subject to the terms of the government order.
Three Separate CVO Arrangements
The three orders cover different types of administrative arrangements. Appakkannu has received a fixed two-year extension in his existing CVO position at NLCIL, while Reddy and Mishra have been assigned additional charge of CVO positions at KIOCL and HEC.
The arrangements are:
- Govindarajan Appakkannu, IPoS:2000 — CVO, NLC India Limited, Neyveli — tenure extended up to October 15, 2028, or until further orders.
- Neelakanta Reddy, IRSSE:1997 — CVO, NMDC — additional charge of CVO, KIOCL, Bengaluru, for one year or until a regular appointment.
- Renuka Mishra, IES:2003 — Economic Advisor, Ministry of Heavy Industries — additional charge of CVO, HEC, Ranchi, for three months from assumption of charge or until further orders.
The orders provide for continuity in vigilance administration across the three public sector enterprises while regular arrangements are made where required.
