New Delhi: The Central Government on Friday issued a series of appointment and deputation orders involving officers from the Indian Revenue Service (IRS), Indian Police Service (IPS), Indian Defence Accounts Service (IDAS) and Indian Information Service (IIS). Among the key appointments, Bejoy John (IRS-C&IT:2008) has been appointed as Director in the Department of Higher Education, while Vikram Kapali Porwal (IPS:2016:AGMUT) has been posted to the Ministry of External Affairs. The government has also approved the appointment of Bhawini Tripathi (IDAS:2011) as Director in the Central Vigilance Commission (CVC) and cleared the premature repatriation of Rina Sonowal Koui (IIS:1994).
Bejoy John Appointed Director in Higher Education
According to an order issued by the Department of Personnel and Training (DoPT) on July 31, 2026, Bejoy John (IRS-C&IT:2008) has been appointed as Director in the Department of Higher Education under the Central Staffing Scheme.
His tenure will continue until January 23, 2028, representing the balance period of his five-year deputation at the Director level, or until further orders, whichever is earlier.
Bejoy John is currently on compulsory wait in the Ministry of Minority Affairs. Before this, he served as Private Secretary to Union Minister of State George Kurian, who holds charge of the Ministries of Minority Affairs and Fisheries, Animal Husbandry and Dairying.
Earlier, in June 2024, he had been appointed as Private Secretary in the Ministry of Minority Affairs after his tenure as Director in the Department for Promotion of Industry and Internal Trade (DPIIT) was curtailed.
His Profile
Dr. John is an Indian Revenue Service (IRS) officer belonging to the Customs and Indirect Taxes (CBIC) cadre of the 2008 batch. He holds advanced academic qualifications, including a Bachelor and Master of Veterinary Science. After serving extensively within the Department of Revenue, his expertise led to several prestigious central deputation postings under the government. He initially stepped into central administration as the Director for the Department for Promotion of Industry and Internal Trade (DPIIT) in January 2023.
His leadership path expanded when he was selected as the Private Secretary to the Union Minister of State, George Kurian, managing portfolios across Minority Affairs, Fisheries, and Animal Husbandry. In July 2026, he took charge as the Director in the Department of Higher Education. This central staffing role utilizes his administrative acumen to help shape academic policies. His current central tenure extends until January 23, 2028
IPS Officer Vikram Kapali Porwal Moves to MEA
In a separate order issued by the Ministry of Home Affairs (MHA), Vikram Kapali Porwal (IPS:2016:AGMUT)has been appointed as Deputy Secretary (Bureau of Overseas Security) in the Ministry of External Affairs (MEA).
The appointment has been approved for an initial tenure of two years from the date he assumes charge in the MEA.
The Bureau of Overseas Security plays a significant role in matters concerning the safety and security of Indian diplomatic missions and personnel abroad.
Rina Sonowal Koui Repatriated to Parent Cadre
The Competent Authority has also approved the premature repatriation of Rina Sonowal Koui (IIS:1994), who is serving as Joint Secretary in the Department of Higher Education, to her parent cadre.
According to the DoPT order, the repatriation has been approved to enable her to avail the benefit of promotion in her parent cadre.
Bhawini Tripathi Appointed Director in CVC
In another significant appointment, Bhawini Tripathi (IDAS:2011) has been selected as Director in the Central Vigilance Commission (CVC) under the Department of Personnel and Training.
Tripathi, who was recommended for Central deputation by the Department of Defence, has been appointed under the Central Staffing Scheme for a five-year tenure from the date she assumes charge, or until further orders, whichever is earlier.
The DoPT has directed the Department of Defence to relieve her immediately so she can take up her new assignment without delay.
The appointment order also reiterates the Appointments Committee of the Cabinet (ACC) guidelines, under which officers selected under the Central Staffing Scheme are required to join their new post within three weeks from the date of issue of the appointment order. Failure to do so could result in initiation of the process for debarment from future Central Staffing Scheme assignments.
The latest appointments form part of the Centre’s continuing exercise to fill important positions across key ministries and institutions through the Central Staffing Scheme.
