DoPT Revises AGMUT IAS Promotion Vacancies From 2015, Fresh Promotions Announced Across Cadre – Check List

Following judicial rulings in the Krishan Kumar Dahiya case, the DoPT has revised AGMUT IAS promotion vacancies from 2015 onwards, paving the way for fresh promotions of DANICS and other State Civil Service officers across multiple AGMUT segments.

New Delhi: In a significant administrative exercise, the Department of Personnel and Training (DoPT) has revised the promotion vacancies to the Indian Administrative Service (IAS) in the AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territories) cadre from 2015 onwards, resulting in fresh promotion opportunities for officers from the DANICS, Goa Civil Service, Puducherry Civil Service, and other constituent civil services of the AGMUT cadre.

The move follows a series of judicial rulings in the Krishan Kumar Dahiya case, under which the DoPT undertook a comprehensive reassessment of IAS promotion vacancies beginning from 2015, rather than restricting the review to 2018 as was initially contemplated.

The revised vacancy calculations have enabled several eligible officers to secure promotion to the IAS through updated Select Lists.

Vacancies Reworked Following Court Directions

The reassessment was carried out in compliance with judicial directions arising from the Krishan Kumar Dahiya case. Instead of reviewing only the 2018 vacancies, the Centre recalculated promotion vacancies across multiple years starting from 2015.

The exercise has widened the scope of promotions and benefited officers belonging to various State Civil Services forming part of the AGMUT cadre, particularly DANICS officers serving in Delhi and Union Territories, besides officers from Goa, Puducherry and other AGMUT segments.

Major Relief for Eligible Officers

The revised exercise is expected to provide long-awaited relief to several officers whose promotion prospects had been affected by earlier vacancy calculations. By reassessing vacancies from 2015 onwards, the DoPT has expanded the number of promotion opportunities available under the AGMUT cadre.

The development is particularly significant for DANICS officers and members of other State Civil Services serving under the AGMUT cadre, many of whom had been awaiting clarity on their promotion prospects following prolonged litigation.

The revised Select Lists are expected to have a cascading impact on seniority, cadre management and future promotions within the AGMUT cadre.
