Raipur/New Delhi: Chhattisgarh Chief Minister Vishnu Deo Sai participated in the 11th Governing Council Meeting of NITI Aayog held at Rashtrapati Bhavan, New Delhi, where he outlined the state’s development roadmap aligned with the national vision of “Viksit Bharat”.
Chaired by Prime Minister Narendra Modi, the meeting focused on cooperative federalism and state-level contributions to India’s long-term growth strategy.
Focus on Economic Growth and Administrative Reforms
Chief Minister Sai presented a detailed multi-sectoral blueprint highlighting:
- Rapid economic expansion in Chhattisgarh
- Administrative reforms
- Transformation of regions affected by Left Wing Extremism
The state government emphasized aligning its development strategy with national priorities under the “Viksit Bharat 2047” vision.
Bastar Transformation: From Conflict to Development
A key highlight of the presentation was the transformation of the Bastar region, historically affected by Naxal-related challenges.
The Chief Minister outlined efforts to:
- Replace conflict with community-driven development
- Promote inclusive and sustainable livelihoods
- Strengthen grassroots governance
Bastar is being positioned as a model for regional transformation in India.
₹30,000 Monthly Income Target for Tribal Families
The government has set an ambitious target to raise the average monthly income of families in Bastar to ₹30,000 within the next three years.
Currently, around 85% of households earn less than ₹15,000 per month.
To bridge this gap, the state is focusing on:
- Agriculture development
- Animal husbandry and dairy expansion
- Forest-based livelihoods
- Small-scale industries
- Welfare and employment schemes
Major Irrigation and Agricultural Expansion Projects
Two large irrigation projects worth over ₹2,000 crore are being implemented to bring 32,000 hectares of land under irrigation.
Key outcomes expected:
- Year-round water availability from the Indravati river region
- Increased agricultural productivity
- Diversification into fruits, vegetables, and cash crops
- Enhanced farmer income stability
Dairy Development and Rural Employment Push
A major dairy development model is being rolled out in Bastar to boost rural incomes.
Key features include:
- Distribution of milch cows and buffaloes to tribal families
- Creation of dairy-based income sources
- Employment generation for women and youth
- Development of milk collection and transportation networks
This initiative is expected to strengthen the rural economy and self-employment opportunities.
Digital Health Infrastructure for 36 Lakh People
The state government is also implementing a large-scale digital healthcare initiative.
Key highlights:
- Digital health profiles for approximately 36 lakh people
- Secure medical records for patients
- Improved access to treatment history for doctors
- Enhanced healthcare delivery in remote areas
The initiative aims to improve healthcare access for rural populations, women, and the elderly.
Chhattisgarh’s Vision Under Viksit Bharat 2047
The Chief Minister reiterated that Chhattisgarh is moving rapidly toward becoming a developed state in alignment with India’s long-term vision of Viksit Bharat 2047.
Plans also include investments in:

- Industrial expansion
