Raipur: Chhattisgarh Chief Minister Vishnu Deo Sai has emphasized that the success of governance depends on ensuring that welfare schemes reach every eligible beneficiary through accountable, sensitive and citizen-focused administration.
He said no deserving citizen should be deprived of government benefits and directed officials to adopt a positive approach with a strong sense of public service.
The Chief Minister was reviewing development works and welfare programmes in Balod and Mohla-Manpur-Ambagarh Chowki districts under the ongoing Sushasan Tihar 2026 campaign during a meeting held at the Chief Minister’s residence office in Raipur.
Sushasan Tihar Seen as Bridge Between Government and Citizens
CM Sai said Sushasan Tihar is not just an administrative exercise but a strong bridge between the government and the people. He noted that the initiative helps strengthen public trust through direct interaction and effective grievance redressal.
The review meeting was attended by collectors, superintendents of police and senior officials, covering sectors such as revenue, rural and urban development, agriculture, healthcare, education, law and order, and flagship welfare schemes.
Revenue Reforms: Fast-Tracking Land and Record Disputes
The Chief Minister directed officials to expedite disposal of pending revenue cases including:
- Mutation
- Partition
- Land demarcation
- Map corrections
He stressed that old cases must be resolved on priority to avoid delays for citizens. He also instructed acceleration of the Chief Minister’s Swamitva initiative and timely updating of revenue records.
Housing and Energy Push Under Government Schemes
Reviewing the Pradhan Mantri Awas Yojana, CM Sai directed officials to complete maximum sanctioned houses before the monsoon and strengthen local mason training to speed up construction.
Under the PM Surya Ghar Muft Bijli Yojana, he reiterated the target of installing five lakh rooftop solar systems by 2027, calling for awareness drives to highlight financial and energy benefits.
Agriculture Focus: No Shortage of Seeds or Fertilisers
With the kharif season approaching, the Chief Minister directed officials to ensure uninterrupted supply of seeds and fertilisers to farmers.
He also urged wider awareness about nano urea and nano DAP and instructed full coverage of eligible farmers under the PM-Kisan Samman Nidhi scheme, along with priority completion of AgriStack registration.
Strengthening Rural Economy and Women Empowerment
CM Sai reviewed the Bihan programme, stressing expansion of income-generating activities for women self-help groups.
He directed officials to promote production of ready-to-eat food products and expand such initiatives in both districts.
Officials informed that:
- 20,245 women in Mohla-Manpur-Ambagarh Chowki
- 36,312 women in Balod
have become Lakhpati Didis, while Auratola village has emerged as a model Lakhpati Gram.
Health and Nutrition: Focus on Seasonal Preparedness
The Chief Minister directed the Health Department to prepare for seasonal diseases during the monsoon and ensure adequate medicine stock in all health facilities.
He also reviewed:
- TB-Free Panchayat campaign
- Institutional deliveries
- Nutrition programmes
- Dog-bite incidents in Balod district
He instructed stronger awareness and preventive measures in affected areas.
Water Supply, Roads and Infrastructure Maintenance
Reviewing the Jal Jeevan Mission, CM Sai directed officials to ensure uninterrupted drinking water supply during summer and monsoon seasons.
He also instructed timely repair of roads that become difficult during rains and stressed early completion of all maintenance work.
Push for Digital Governance and Education Reform
Highlighting digital initiatives, the Chief Minister said services through e-Office, e-District platforms and Atal Digital Seva Kendras have simplified governance.
He said more services will soon be added to the Seva Setu portal for easier online access.
In education, he reviewed PM SHRI schools and stressed improved learning outcomes through innovation and continuous monitoring.
Law and Order, Safety and Administrative Coordination
During the police department review, CM Sai discussed implementation of new criminal laws, law-and-order situation and road safety.
He directed officials to strengthen road safety campaigns and promote helmet compliance.
The meeting also reviewed tendu leaf collection, mineral revenue, and fuel supply including diesel, petrol and LPG availability.
Inclusive Development Remains Core Priority
Reaffirming his government’s commitment, CM Vishnu Deo Sai said ensuring last-mile delivery of welfare schemes remains the administration’s top priority.
He said coordinated efforts across departments are essential to achieve inclusive development and strengthen public trust in governance.

The meeting was attended by senior officials including Principal Secretary to the Chief Minister Subodh Kumar Singh, Secretary Rahul Bhagat, Special Secretary Rajat Bansal, Joint Secretary Prabhat Malik, Durg Divisional Commissioner S.N. Rathore, and district collectors and SPs of Balod and Mohla-Manpur-Ambagarh Chowki via virtual mode.
