Raipur: The Chhattisgarh government has amended the Chhattisgarh Land Development Rules, 1984, introducing a revised framework that classifies land into seven categories and specifies activities prohibited within each category.
The state’s Housing and Environment Department issued the revised notification after completing the process for inviting claims and objections, according to a report published by Nai Dunia.
Under the revised framework, activities are governed by category-specific lists of prohibited uses. Activities not included in the relevant prohibited list may be permitted under this framework, subject to applicable rules and other legal requirements.
Land Divided into Seven Categories
The amended rules classify land into the following seven categories:
- Residential
- Commercial
- Industrial
- Public and semi-public
- Transport
- Recreational
- Agricultural
Separate lists of prohibited activities have been prescribed for each category.

In residential areas, the restrictions cover several activities considered incompatible with residential land use, including:
- Red, orange and green category polluting industries
- Gas storage facilities and scrap yards
- Hospitals treating infectious diseases and prisons
- Large transport terminals and oil depots
- Dairies, fisheries and mining activities
Restrictions in Commercial and Industrial Areas
The revised framework also specifies activities that cannot be carried out in commercial and industrial zones.
- Commercial areas: The prohibited activities include the storage of hazardous chemicals and explosive materials, heavy industries, slaughterhouses, animal husbandry, cremation grounds, cemeteries and mining.
- Industrial areas: The restrictions include the establishment of ordinary residential settlements, schools, hospitals for infectious diseases, prisons and gas storage facilities.
The rules also establish separate restrictions for the other land-use categories.
Amendment Changes the Earlier Framework
According to the report, the earlier system required an activity to be included in the list of permitted uses before it could be undertaken in a particular land-use category.
Under the amended framework, the emphasis shifts to identifying activities that are prohibited in each category. Activities not listed among the prohibited uses may be considered permissible, provided they comply with the applicable planning regulations and other legal requirements.
The revised rules establish category-specific restrictions on land use, including limits on polluting industries in residential areas and restrictions on certain residential and public facilities within industrial zones.
