Raipur: Chhattisgarh has approved a proposal to develop a 406.72-acre integrated multi-sector industrial park at Nava Raipur Atal Nagar under the Centre’s Bharat Audyogik Vikas Yojana (BHAVYA). The state-level approval clears the way for the project proposal to be submitted to the Department for Promotion of Industry and Internal Trade (DPIIT) for consideration by the Union government.
The proposed industrial park aims to bring common infrastructure and facilities for different industrial activities within a planned development area. However, the project is still at the proposal stage and will require approval from the Centre before implementation, financing and construction can move ahead.
State Committee Clears Industrial Park Proposal
The decision was taken at a meeting of the State Level Committee constituted under BHAVYA, chaired by Chhattisgarh Chief Secretary Vikas Sheel at Mantralaya Mahanadi Bhawan in Raipur on September 30.
The Chhattisgarh Capital Region Development Authority (CRDA) presented the proposal before the committee. The presentation covered the project’s Detailed Project Report (DPR), master plan and assessment of land availability.
Officials also discussed the infrastructure requirements, estimated project cost, proposed financial arrangements and the operational framework applicable under the BHAVYA scheme. After reviewing these details, the committee approved the proposal for submission to DPIIT.
CRDA will now forward the proposal through the prescribed process. The final decision will rest with the Centre.

406.72 Acres Planned at Nava Raipur
The proposed park will come up in Nava Raipur Atal Nagar in Raipur district and will cover approximately 406.72 acres.
The integrated model is intended to accommodate different industrial activities while providing common infrastructure and related facilities. Such an approach can help create a more organised industrial ecosystem, where businesses can access supporting infrastructure within the same development area.
The location in the planned capital region also gives the proposal a strategic urban and infrastructure context. However, the state has not yet disclosed the specific sectors that would operate from the proposed park, individual investment targets or the number of jobs the project could generate.
What Is BHAVYA?
The Bharat Audyogik Vikas Yojana (BHAVYA) is a Central Sector Scheme designed to develop investment-ready, plug-and-play industrial parks across India.
The Union Cabinet approved the scheme in March 2026 with a total financial outlay of ₹33,660 crore. The programme aims to develop 100 industrial parks over six years, from 2026-27 to 2031-32. In the first phase, up to 50 industrial parks will be selected through a competitive process.
The scheme focuses on creating industrial areas where essential infrastructure is developed in advance so that businesses can begin operations more efficiently. The framework covers elements such as:
- plug-and-play industrial infrastructure
- multimodal logistics connectivity
- reliable utility services
- worker-support infrastructure
- digital governance and investor facilitation
- sustainable industrial development
The scheme also allows eligible greenfield and brownfield industrial parks to participate, subject to its guidelines.
Why the Nava Raipur Proposal Matters
For Chhattisgarh, the proposed park could strengthen the state’s industrial infrastructure by bringing multiple activities into a common, planned ecosystem.
Ready infrastructure can reduce some of the initial hurdles faced by industries when establishing new facilities. The broader BHAVYA model is designed around investment-ready industrial areas, with the Centre aiming to improve the ease and speed of setting up manufacturing units.
The proposal could also add to the industrial development potential of the Nava Raipur region. If approved and implemented, the park could support industrial investment and create opportunities across manufacturing, logistics and related services.
At this stage, however, it would be premature to assign specific employment or investment figures because the state has not announced those details.
Proposal Now Moves to the Centre
The immediate next step is the submission of the Chhattisgarh proposal to DPIIT under the Union Ministry of Commerce and Industry.
The state-level approval does not mean that the industrial park has received final Central approval. The proposal will now undergo the prescribed evaluation process under BHAVYA. Further decisions on funding, implementation and construction will depend on the outcome of this process.
The proposed 406.72-acre project therefore represents an important preliminary step rather than a completed industrial development. Its eventual impact will depend on Central approval, detailed planning, infrastructure execution and the ability to attract industries to the site.

The Nava Raipur proposal comes as BHAVYA seeks to expand India’s network of modern industrial parks with integrated infrastructure. The national scheme places emphasis on manufacturing growth, investment readiness and better connectivity.

The next milestone will be the Centre’s consideration of the proposal, which will determine whether the planned industrial park can move from the proposal stage towards implementation.
