Raipur: Chhattisgarh Chief Minister Vishnu Deo Sai is exploring Singapore’s expertise in sustainable urban planning, horticulture and green-space management to strengthen the state’s environmental and tourism potential.
During his ongoing visit to Singapore, Sai and a state delegation met senior officials of Gardens by the Bay, one of Singapore’s best-known attractions, to discuss master planning, sustainable design, horticulture and garden management.
The discussions could pave the way for institutional cooperation in areas such as botanical conservation, urban greening, eco-tourism and capacity building. Sai also proposed using Singapore’s experience to develop a botanical garden in Nava Raipur and expand green spaces across Chhattisgarh.
Singapore Expertise for Chhattisgarh’s Green Development
The Chhattisgarh delegation was briefed on the planning and management practices followed at Gardens by the Bay.
Sai met Jason Yeo, General Manager (Master Planning), and Lim Chiap Song, Director, during the visit. Discussions covered how large-scale green spaces can be planned, designed and managed while integrating sustainability with urban development.
For Chhattisgarh, the engagement is particularly relevant because of the state’s extensive forest cover and biodiversity.
The Chief Minister said Singapore’s experience could help Chhattisgarh develop new models for green infrastructure while improving the quality of urban spaces.
The proposed areas of collaboration include:
- Sustainable urban planning and landscaping
- Horticulture and botanical conservation
- Urban and rural green spaces
- Eco-tourism development
- Capacity building and institutional cooperation

Nava Raipur Could Get a Botanical Garden
One of the key ideas discussed during the interaction was the development of a botanical garden in Nava Raipur.
Sai said the experience of Gardens by the Bay could be leveraged for the project, while also expanding landscaping and green spaces in urban and rural areas of the state.
A well-developed botanical garden could serve multiple purposes. Apart from providing a public green space, it could become a tourism attraction and create opportunities for environmental education, horticulture and biodiversity awareness.
The state government also sees green infrastructure as a potential contributor to tourism and employment.
According to Sai, such initiatives could increase tourist footfall and strengthen Chhattisgarh’s tourism economy.
Linking Green Development with Tourism
Chhattisgarh’s natural landscape, forests and biodiversity already provide a base for eco-tourism. The Singapore engagement brings another dimension by focusing on how professionally planned green spaces can become destinations in their own right.
The proposed botanical garden in Nava Raipur could complement the state’s existing tourism assets while giving the capital region a new public attraction.
The broader objective is not limited to a single project. The discussions also covered landscaping and expansion of green spaces across urban and rural areas.
If implemented, such initiatives could support a more sustainable approach to urban development while creating recreational spaces for residents and visitors.
CM Highlights Chhattisgarh’s Investment Potential
The Singapore visit is also focused on attracting investment and building long-term economic partnerships.
Later in the day, Sai attended a leadership dinner hosted by the Singapore Business Federation ahead of the inaugural Singapore-India Network for Growth (SING) Forum 2026.
The gathering brought together representatives of the Singapore business community, Indian officials and state delegations.
Among those present were Haryana Chief Minister Nayab Singh Saini, India’s High Commissioner to Singapore Shilpak Ambule, Singapore Business Federation Chairman Mark Lee and CEO Kok Ping Soon.
Executives and representatives from companies including Mastercard, Tata Consultancy Services, Nestle and The Indian Hotels Company Limited also attended the event.
The dinner provided an opportunity to discuss investment, trade and long-term economic cooperation between Indian states and Singapore’s business community.
Focus on MSMEs, Startups and Manufacturing
Sai used the platform to highlight Chhattisgarh’s emerging investment opportunities, industrial policy and reforms aimed at improving the ease of doing business.
He showcased opportunities in sectors including MSMEs, startups and manufacturing, and invited Singaporean companies to partner with Chhattisgarh in its development journey.
The investment pitch adds an economic dimension to the Chief Minister’s green-development discussions.
The state is seeking partnerships that can combine international expertise with local opportunities, particularly as Chhattisgarh works to strengthen infrastructure, industries and employment.
SING Forum and CEO Roundtable Ahead
Sai’s Singapore visit is being undertaken to attend the inaugural Singapore-India Network for Growth (SING) Forum 2026, organised by the Singapore Business Federation following his nomination by the Ministry of External Affairs.
The Chief Minister is scheduled to participate in the main SING Forum on October 5.
On October 6, he is expected to attend a CEO roundtable with senior representatives of Singapore-based companies and investment institutions. Discussions will focus on investment opportunities and potential economic partnerships with Chhattisgarh.
The engagements are expected to give the state an opportunity to present its industrial and investment potential directly to Singapore’s business community.
A Green-Economic Vision for Chhattisgarh
The Singapore visit brings together two priorities for Chhattisgarh: sustainable development and investment-led growth.
The proposed botanical garden and wider green-space plans could strengthen the state’s urban environment and tourism offerings, while discussions with Singaporean companies could open avenues for investment in manufacturing, startups, MSMEs and other sectors.
For Chhattisgarh, the larger significance lies in adapting global expertise to local needs. By exploring Singapore’s experience in green planning and combining it with the state’s forests, biodiversity and economic potential, the government is looking at a development model that connects environment, tourism, investment and employment.
