Raipur: Chhattisgarh has cleared a proposal to develop a 406.72-acre integrated multi-sector industrial park at Nava Raipur Atal Nagar under the Centre’s Bharat Audyogik Vikas Yojana (BHAVYA).
The state-level approval allows the project to move to the next stage, with the Chhattisgarh Capital Region Development Authority (CRDA) set to submit the proposal to the Department for Promotion of Industry and Internal Trade (DPIIT) for consideration by the Government of India.
However, the project has not yet received final approval from the Centre. The state government has also not disclosed the proposed sectoral mix, individual investment targets or expected employment generation from the industrial park.
406.72 Acres Identified at Nava Raipur
The proposed industrial park will come up at Nava Raipur Atal Nagar in Raipur district and will cover approximately 406.72 acres.
The park is planned as an integrated, multi-sector industrial development. It is expected to include infrastructure and supporting facilities needed for industrial operations, with the broader objective of creating an environment that can support investment and economic activity in the region.
The exact industries or sectors that will be accommodated in the park have not yet been announced.
Similarly, the state has not released project-specific targets for investment or employment. These details are expected to become clearer as the proposal progresses through the central approval process.
CRDA Presents Detailed Project Report
The project has been proposed by the Chhattisgarh Capital Region Development Authority (CRDA).
Before the State-Level Committee, CRDA presented the project’s Detailed Project Report (DPR) along with the master plan and other details required for consideration under BHAVYA.
The presentation covered:
- Land availability for the proposed park
- Infrastructure requirements
- Estimated project cost
- Financial arrangements
- Operational framework
- Master plan and project details
- The committee considered these aspects before approving the proposal for submission to DPIIT.
- Proposal Now Moves to DPIIT
The state-level approval is an important step, but it does not amount to final clearance of the industrial park.
Following the committee’s decision, CRDA will submit the proposal to DPIIT, which will examine it under the applicable BHAVYA framework.
The project can move to the subsequent stage only after receiving the required approval from the Centre.
This means the current decision clears the proposal at the state level and enables Chhattisgarh to formally place the project before the Union government.
What Is BHAVYA?
The Bharat Audyogik Vikas Yojana (BHAVYA) is a Central Sector Scheme designed to develop investment-ready, world-class industrial infrastructure across India.
The Union Cabinet approved the scheme in March 2026 with a financial outlay of ₹33,660 crore for developing 100 plug-and-play industrial parks across the country over six years, from 2026-27 to 2031-32.
The scheme is designed to support industrial ecosystems where key infrastructure and facilities are developed in advance, allowing industries to establish operations more efficiently.
The operational guidelines released by DPIIT provide for both greenfield and eligible brownfield industrial parks. For non-hilly states, the guidelines prescribe a minimum land requirement of 100 acres.
Focus on Integrated Industrial Infrastructure
BHAVYA focuses on more than simply making industrial land available.
The scheme’s framework covers investment-ready industrial ecosystems with features such as plug-and-play infrastructure, multimodal connectivity, reliable utility systems, logistics facilities, worker-support infrastructure and digital governance systems. Sustainable development is also part of the scheme’s planning framework.
For Chhattisgarh, the proposed park’s 406.72-acre scale places it above the minimum land requirement prescribed for non-hilly states under the scheme.
The exact infrastructure components for the Nava Raipur project, however, will depend on the approved project plan and subsequent stages of evaluation.
State-Level Committee Reviews Project
The proposal was approved at a meeting of the State-Level Committee chaired by Chief Secretary Vikasheel at Mahanadi Bhawan, the state secretariat, on Wednesday.
The meeting brought together senior officials from departments and agencies connected with urban administration, housing and environment, labour, industrial development and Nava Raipur.
Those who attended included Principal Secretary, Urban Administration Department Sonmoni Borah; Secretary, Housing and Environment Department Ankit Anand; Secretary, Labour Department Himshikhar Gupta; Managing Director of Chhattisgarh State Industrial Development Corporation (CSIDC) Vishwesh Kumar; CEO of Nava Raipur Atal Nagar Development Authority (NRDA) Chandan Kumar; and Raipur Collector Gaurav Kumar Singh, who joined through video conference.
What the Project Could Mean for Nava Raipur
The proposed industrial park could add another large-scale industrial development area to Nava Raipur Atal Nagar, with common infrastructure and supporting facilities planned for multiple industrial activities.
Its proposed integrated structure could provide a platform for industries to operate within a coordinated industrial ecosystem rather than developing infrastructure separately.
However, the actual economic impact will depend on the sectors eventually selected, the investments attracted, the infrastructure created and the Centre’s approval of the proposal.
At this stage, no official figures have been announced for investment commitments or employment generation, so these should not be treated as confirmed project outcomes.
Chhattisgarh Takes the Next Step Under BHAVYA
The 406.72-acre proposal marks Chhattisgarh’s move to participate in the national industrial park programme through a project located in Nava Raipur Atal Nagar.
The state has completed its initial approval process and is now preparing to place the proposal before DPIIT.
The next major milestone will therefore be the Centre’s examination of the project under BHAVYA. If the proposal receives the required approval, further work on planning, infrastructure development and implementation can proceed according to the scheme and project framework.
