Raipur: The Chhattisgarh government will begin the process of preparing Developed Gram Panchayat Plans (VGPP) from October 2, with the development roadmap for villages to be prepared through Gram Sabhas and consultations with rural residents rather than solely in government offices.
The Panchayat Department has stepped up preparations for the exercise, which will focus on identifying local needs, available resources and development priorities through active participation of villagers and Panchayat representatives.
Training of state-level master trainers for preparing the Developed Gram Panchayat Plans has already been completed.
Village Development Plans to Be Based on Local Needs
The development plans will be prepared based on the actual requirements and priorities identified by villagers at the grassroots level.
Taran Prakash Sinha, Commissioner of Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission-Gramin (VB-G RAM G), said active participation of rural residents and Panchayat representatives is essential for preparing the plans.
The Gram Sabha will provide a platform for detailed discussions on the development needs and priorities of villages.

Habitation and Ward-Level Consultations to Begin in October
As part of the planning process, meetings will be organised at the habitation and ward levels during October and November.
Villagers will be consulted about:
- Problems faced by the community
- Available resources
- Existing infrastructure and assets
- Development priorities
- Suggestions for future development works
The process is intended to ensure that the development plan reflects the actual requirements of people living in the villages.
Physical Assets to Be Mapped on Yuktdhara Portal
The training provided to master trainers included information on digital mapping, asset verification and convergence of different government schemes.
Physical assets that exist on the ground but are not currently included in digital records will be identified and entered on the Yuktdhara portal.
This exercise will help create a more comprehensive digital record of village-level assets and support better planning of future development activities.
Gram Sabha Approval Planned in December
The preparation process will continue through the end of the year, with the draft Developed Gram Panchayat Plan scheduled to be presented before the Gram Sabha in December.
The Gram Sabha will discuss the draft plan and provide approval after considering the development priorities identified during the consultation process.
Plans to Be Consolidated by January 15
The planning exercise will continue through January, with the consolidation of the plans at the development block and district levels scheduled to be completed by January 15.

The initiative aims to make village development planning more participatory and responsive by placing the needs and priorities of rural communities at the centre of the planning process.
