RANCHI: Jharkhand Chief Minister Hemant Soren met Deepak Chhabria, President of RMZ Infrastructure, in Ranchi to discuss potential investment opportunities and the development of a future-ready technology and infrastructure ecosystem in the state.
The meeting focused on identifying opportunities in emerging sectors and exploring ways to strengthen Jharkhand’s capabilities in areas such as information technology, artificial intelligence (AI), semiconductors, advanced manufacturing and nuclear energy.
The Jharkhand government has also been engaging with companies on technology, infrastructure and investment opportunities. The Chief Minister’s Office has previously reported discussions with companies on areas including AI, data centres, emerging technologies and advanced infrastructure.
Focus on Global Capability Centres and Emerging Technologies
A key area of discussion was the potential establishment of Global Capability Centres (GCCs) in Jharkhand. Such centres can support technology, digital services, research and other specialised business functions.
The meeting also discussed capacity building in sectors expected to play an important role in future economic and industrial development.
Key areas discussed included:
- Information Technology and Artificial Intelligence: Exploring opportunities for technology-driven employment and skill development among young people.
- Semiconductors and Advanced Manufacturing: Examining possibilities for high-technology manufacturing units and related capabilities.
- Nuclear Energy: Discussing opportunities related to modern and sustainable energy development.
- Global Capability Centres: Exploring the potential for attracting technology and business-service operations to the state.

Technology and Infrastructure Opportunities in Jharkhand
The discussions come as Jharkhand continues to explore investment and infrastructure opportunities across technology and other emerging sectors.
The state government has previously highlighted AI, data centres and emerging technologies as areas for potential investment. In January 2026, the Chief Minister’s Office reported discussions with Tech Mahindra on investment proposals involving AI, data centres and emerging technologies.
Jharkhand is also pursuing improvements in digital infrastructure. In September 2026, the state moved forward with the implementation of the Amended BharatNet Programme (BharatNet Phase III) to expand high-speed broadband connectivity in rural and underserved areas.
Focus on Employment and Youth Opportunities
The meeting also emphasised the potential for creating new employment opportunities for Jharkhand’s youth by promoting future-oriented industries.
Developing capabilities in IT, AI, semiconductor-related activities and advanced manufacturing could require specialised skills, infrastructure and industry partnerships. The discussions therefore included capacity building alongside investment opportunities.
The broader objective is to explore ways in which government and industry can work together to develop an ecosystem around emerging technologies and strengthen the state’s economic opportunities.
Next Steps for Future-Oriented Investment
The discussions are expected to be followed by further engagement on the possibilities identified during the meeting. Any specific investment, project or partnership would depend on subsequent discussions, assessments and the required approvals.
The engagement reflects Jharkhand’s efforts to attract investment and develop capabilities in technology, infrastructure and emerging industrial sectors while creating additional opportunities for its workforce.
