Raipur: Chief Minister Vishnu Deo Sai chaired the first meeting of the Chhattisgarh State Capital Region (SCR) Development Authority at his office in the Assembly complex, Raipur. The meeting focused on the objectives, functioning, and planned development of the capital region, along with a roadmap for future initiatives.
CM Sai highlighted that the SCR has been conceptualized to address the challenges of a rapidly growing population by providing organized housing, education, healthcare, commerce, and employment opportunities. “The first meeting of the State Capital Region Authority has been highly productive, and the positive outcomes of the discussions will become visible in the near future,” he said.
Raipur and Surrounding Cities to Form the SCR
The SCR will integrate Raipur with neighboring urban centers, including Bhilai, Durg, Naya Raipur, and Atal Nagar, creating a cohesive metropolitan region. The government aims to develop these areas on the lines of major cities, positioning the SCR as a key growth engine for Chhattisgarh’s economy.
“Raipur and its surrounding cities are rapidly evolving into a large urban hub. The announcement of the State Capital Region has raised public expectations, and fulfilling these expectations is our top priority,” CM Sai said.

Emphasis on Metro and Improved Connectivity
The meeting emphasized enhancing regional mobility and logistics. Officials discussed proposals for conducting a techno-economic feasibility study and surveys to implement metro services in the capital region. Improved connectivity is expected to support commerce, reduce travel time, and enhance overall urban planning.
Investment and Infrastructure Development Plans
To attract investments, the SCR will identify key investment zones. The implementation will be phased, based on surveys, research, and project studies. Simplifying land development and allocation processes was also prioritized to ensure faster execution and a business-friendly environment.
Initial Budget and Administrative Measures
The authority has allocated ₹27 crore for initial activities. Discussions also covered assigning administrative and financial powers, appointing Chartered Accountants for audits, and hiring expert consultants for planning and advisory purposes. CM Sai directed officials to ensure all projects are executed on schedule and to conduct high-level regular reviews of progress.
Strategic Importance of the SCR
Situated in central India, Chhattisgarh is rapidly emerging as a hub for trade, commerce, and industry. The development of the State Capital Region is expected to provide:

- Improved transport connectivity
- Modern infrastructure
- New investment opportunities
This integrated development initiative is aimed at boosting economic growth, creating employment, and enhancing the quality of life in Raipur and surrounding urban centers.

The meeting was attended by Deputy Chief Minister Arun Sao, Finance Minister O P Chaudhary, Chief Secretary Vikas Sheel, Principal Secretary to CM Subodh Kumar Singh, PWD Secretary Dr. Kamalpreet Singh, SCR CEO Ankit Anand, Secretary of Urban Administration Dr. Basvaraju S, and NRDA CEO Chandan Kumar along with senior officials from various departments.
