Raipur: The Chhattisgarh government signed a memorandum of understanding (MoU) with Singapore-based ITE Education Services for technical and vocational education and training during Chief Minister Vishnu Deo Sai’s four-day visit to Singapore. The state also received a fresh ₹350-crore investment proposal from Valency International Pte Ltd for an integrated agro and food-processing and export hub.
The latest proposal took the total FDI proposals received by Chhattisgarh during Sai’s Singapore visit to ₹43,600 crore, according to the official statement.
MoU With ITE Education Services
The MoU was signed in Sai’s presence to strengthen technical and vocational education and training in Chhattisgarh. During the visit, the Chief Minister also visited an ITE college to study Singapore’s industry-linked skill development model.
The state said it plans to draw on Singapore’s experience of involving companies in curriculum development, training and equipment support. Companies including Cisco, BYD and Singapore Airlines work with ITE colleges in these areas.
Sai said:
“Investment brings industries and skilled youth become the strength of those industries. Singapore has developed a successful model of skill development. We want the youth of Chhattisgarh to receive modern training according to industry requirements and build better careers in their own state.”
₹350 Crore Proposal for Agro-Processing Hub
During the visit, Sai invited Valency International Pte Ltd to invest ₹350 crore in Chhattisgarh. The Singapore-based company, which operates in 22 countries, has proposed an integrated agro and food-processing and export hub in the state.
The proposed facility will process cashew, sesame, pulses and groundnut, according to the state government.
The ₹350-crore proposal is part of the cumulative ₹43,600-crore FDI proposals reported from Sai’s Singapore visit. The larger figure includes other proposals secured during the visit, including a ₹41,750-crore AI-ready data-centre campus commitment reported by the Economic Times.
Investment and Technology Partnerships Discussed
Sai also met Singapore Foreign Minister Vivian Balakrishnan, with discussions covering cooperation between Singapore and Chhattisgarh in investment, skill development, urban planning and technology
At a CEO roundtable, Sai interacted with representatives of more than 15 global companies, including TCS, SMBC, Tolaram Group, Agrocorp, Indian Ocean Group and Blue Aqua.
The discussions covered potential investment and partnership opportunities in technology, banking, agribusiness, aquaculture and food processing.
AI and Digital Finance Cooperation Explored
Sai also held discussions with representatives of the Global Finance & Technology Network (GFTN). The talks included possible cooperation in training Chhattisgarh’s youth in artificial intelligence and digital finance, connecting startups with global investors and establishing technology laboratories for emerging technologies.
Chhattisgarh’s Singapore visit was held from October 3 to 6 in connection with the inaugural Singapore-India Network for Growth (SING) Forum 2026. The state was among those nominated by the Ministry of External Affairs to participate in the forum.
