The reason behind the exclusion of BrahMos is different from that of Agni and K-series missiles. BrahMos is produced by BrahMos Aerospace, a joint venture between India and Russia. Because the missile programme operates under bilateral agreements between the two countries, DRDO cannot independently transfer manufacturing rights to private Indian firms.
