Ladakh: Jammu and Kashmir has witnessed a major decline in terror-related violence in 2026, with no successful infiltration reported across the Line of Control (LoC) so far this year. The latest figures also show a significant fall in civilian and security personnel deaths, pointing towards an improvement in the security situation in the Union Territory.

According to information reported by security sources and data from the South Asia Terrorism Portal (SATP), 2026 has recorded some of the lowest levels of terror-related violence in Jammu and Kashmir since 2000.

LOC Infiltration: Jammu And Kashmir Records Lowest Terror-Related Fatalities

Terror-related fatalities in Jammu and Kashmir have fallen to their lowest level in decades. Data available up to October 31, 2026, shows a major improvement compared with earlier years.

According to the reported figures, 23 terrorists have been killed in the Union Territory so far in 2026. Most of them were reportedly of Pakistani origin, according to Army sources.

For the first time since 2000, fatalities among security personnel have fallen to single digits. Only two security personnel deaths have been reported during this period. The data also records just two civilian deaths linked to terror-related violence in 2026.

No Successful LOC Infiltration Reported

One of the most important developments is the absence of any reported successful infiltration attempt across the Line of Control in 2026.

The LoC separates Indian-administered Jammu and Kashmir from Pakistan-administered territory. It remains an important area for India’s border security operations.

According to Army sources, infiltration attempts generally decrease during winter. Snowfall in the higher reaches of the Pir Panjal range makes movement across the mountainous region difficult.

The security establishment believes that weather conditions and continued security operations have contributed to reducing infiltration opportunities.

Local Terrorist Recruitment Continues To Decline

Another positive development is the reported absence of fresh local recruitment into terrorist groups in Jammu and Kashmir during 2026.

Available figures show that local recruitment has declined considerably over the last few years.

In 2021, around 146 local youths reportedly joined terrorist groups. This number fell to 121 in 2022, 19 in 2023 and just four in 2024.

Only one local youth reportedly joined a terrorist group in 2025. No fresh local recruitment has been reported so far in 2026, according to security sources.

This declining trend is considered an important development because reducing local recruitment can weaken the support network of terrorist organisations.

Security Situation Improves Across The Union Territory

The law-and-order situation has also reportedly improved across Jammu and Kashmir. According to security sources, there have been no reported incidents of stone-pelting or bandh calls in 2026 up to the reported period.

These developments indicate a reduction in public disturbances and an improvement in the overall security environment. Security agencies continue to monitor the situation to prevent terrorist activities and maintain peace across the region.

How Jammu And Kashmir’s Terror Violence Has Changed Over The Years

The latest figures show a major difference compared with the situation in the early 2000s. In 2001, Jammu and Kashmir recorded its highest number of fatalities since 2000, with 4,011 people losing their lives. This included:

  • 1,024 civilians.
  • 628 security personnel.
  • 2,345 terrorists.

In comparison, the figures for the first ten months of 2026 are significantly lower.

The reported data also identifies 2025 and 2026 as the only two years since 2000 in which total terror-related fatalities across all categories remained in double digits.

However, the improvement does not mean that security threats have completely disappeared. Security agencies continue to face challenges, including cross-border terrorism and the possibility of changing militant activity.
