New Delhi: The Delhi Disaster Management Authority has given in-principle approval to a ₹21,000 crore Urban Flood Mitigation Master Plan to tackle flooding in the national capital. The plan includes strengthening drainage systems, desilting major drains, creating additional stormwater channels, and implementing real-time flood monitoring using AI and satellite technology. Chief Minister Rekha Gupta emphasised the timely implementation of the plan ahead of the upcoming monsoon.
The move aims to provide Delhi with a sustainable solution to waterlogging and urban flooding, ensuring the safety and resilience of the city’s infrastructure and citizens.
Key Components of the Flood Mitigation Plan
- Drainage and Stormwater Channels: Reinforcing existing drainage networks and constructing new stormwater channels to prevent waterlogging.
- Desilting Operations: Regular cleaning and maintenance of major drains to ensure smooth water flow.
- Real-Time Monitoring: Development of AI and satellite-based monitoring systems to track water levels and provide early warnings.
- Preventive Measures: Special focus on vulnerable areas and flood-prone zones, following successful mitigation of waterlogging at Minto Bridge last year.

Emergency Operations Center and Fire Safety
The DDMA has approved the establishment of a state-of-the-art Emergency Operations Center (EOC) and an Integrated Command & Control Centre, which will serve as the nerve center for disaster management, including floods, earthquakes, fires, and chemical emergencies.
Following the Palam fire incident, a comprehensive fire audit across Delhi has been ordered, and a magistrate-led investigation into the incident has been initiated to identify lapses and prevent future accidents.
Energy Security and Crisis Preparedness
Delhi’s energy supply and security were reviewed, especially in light of geopolitical tensions in Gulf countries. The Chief Minister directed measures to:
- Ensure uninterrupted power supply to critical institutions during crises
- Promote renewable energy and judicious use of electricity
- Monitor and prevent black marketing and hoarding of essential resources
Alignment with PM’s 10-Point Agenda
The disaster management strategy will follow Prime Minister Narendra Modi’s 10-point agenda, ensuring coordinated action across departments. All projects are to be implemented swiftly to make Delhi more resilient to natural and man-made disasters.
CM Rekha Gupta said, “Delhi’s disaster resilience is the administration’s top priority. Through technology and improved coordination, we will ensure the safety of all citizens.”
The ₹21,000 crore flood mitigation master plan represents Delhi’s most ambitious effort yet to tackle urban flooding, modernise emergency management, and enhance disaster resilience, combining technology, infrastructure upgrades, and administrative reforms to protect the city and its residents.
