Delhi May Ease Mixed-Use Rules on Narrow Roads Under New Land-Pooling Policy

Delhi may allow mixed-use development on narrower roads under new land-pooling regulations, with separate norms being considered for commercial activities based on road width.

New Delhi: The Delhi Development Authority (DDA) is considering relaxing mixed-use development rules on narrower roads under the upcoming land-pooling regulations. The new framework could allow different commercial and economic activities based on road width.

New Norms for 12m, 18m and 30m Roads

Delhi’s current Master Plan 2047 allows commercial development along roads measuring 30 metres or wider. Under the proposed land-pooling rules, the DDA is considering separate norms for roads measuring 12 metres, 18 metres and 30 metres.

DDA vice-chairman N Sarvana Kumar said the regulations are expected to be finalised within the next two to three months.

The move could provide greater flexibility for landowners and developers while ensuring that commercial activity matches the capacity of local roads and infrastructure.

16 Land-Pooling Projects Identified

The DDA has identified at least 16 mature land-pooling projects that are expected to be notified soon. The authority has also received more than seven proposals under the new Transit-Oriented Development (TOD) policy.

A committee will review these proposals, with some projects potentially receiving approval soon.

Focus on Infrastructure and Monitoring

The revised TOD framework includes annual project monitoring and proposes escrow accounts for developer funds. These funds could support civic infrastructure such as sewerage and drainage.

The DDA is also examining changes to the O-zone, which could encourage private participation on privately owned land. However, officials clarified that the changes will not legalise existing encroachments.

A More Flexible Planning Approach

Lieutenant Governor Taranjit Singh Sandhu said Delhi’s Master Plan 2047 remains a dynamic policy and can be modified where required.

The proposed changes could give Delhi a more flexible approach to urban development while linking commercial activity with road capacity and supporting infrastructure.
