Delhi’s Mega Seva Sankalp: ₹13,820 Crore Projects Set to Reshape the Capital

Delhi will launch the month-long Seva Sankalp Abhiyan from September 17, combining public welfare drives with development projects worth ₹13,820 crore, including Yamuna rejuvenation, health camps, plantation and citizen service camps.

New Delhi: The Delhi government will launch the month-long Seva Sankalp Abhiyan from September 17 to October 17, bringing together public welfare programmes, citizen outreach and development projects worth around ₹13,820 crore.

Chief Minister Rekha Gupta announced the campaign on Monday, saying it will turn Prime Minister Narendra Modi’s birthday on September 17 into a month-long public service initiative. Government departments will conduct activities ranging from blood donation and health camps to worker registration, cleanliness drives, plantation programmes and public service camps.

The campaign will also showcase Delhi’s ongoing infrastructure and development agenda.

Mega Blood Donation Drive to Mark Campaign Launch

The campaign will begin on September 17 with a mega blood donation camp organised by the Health Department. The government has set a target of collecting 2,500 units of blood in a single day.

Health and Social Welfare departments will also organise health check-up camps for around 25,000 senior citizens across Delhi.

The Labour Department will conduct registration and health check-ups for workers, including construction workers. The registration drive will help eligible workers access government welfare schemes and other public services.

Another major initiative will be the launch of Delhi’s State Organ and Tissue Transplant Organisation (SOTTO) platform. The platform has been developed along the lines of the Central government’s system and will promote awareness about organ donation while encouraging citizens to register as donors.

The Women and Child Development Department will also organise welfare activities for children living in child care centres.

₹8,000 Crore Yamuna Projects Planned

The Yamuna will remain a major focus during the campaign, with projects worth approximately ₹8,000 crore related to cleaning and rejuvenating the river scheduled for inauguration or foundation stone laying.

The government will conduct cleanliness drives along the Yamuna as well as across Delhi’s wards and Assembly constituencies.

Under the Clean Delhi, Green Delhi initiative, the Environment Department has set a target of planting 70 lakh trees and saplings. Plantation activities will take place across every ward during the month-long campaign.

The government will also involve young people through the Mere Sapnon Ka Bharat competition, featuring painting, speech and reel-making contests around the India they envision.

Around five lakh students from nearly 5,000 schools are expected to participate. Students from Delhi government, private, municipal and New Delhi Municipal Council schools, along with university students, will be included.

Citizen Outreach Across All 70 Constituencies

The campaign will also take government services closer to residents through the Seva Setu Abhiyan.

Under the programme, three-day camps will be organised in all 70 Assembly constituencies. Officials from different departments will help residents understand Central and Delhi government schemes, complete eligible registrations and access public services.

The government will also organise Sushasan Seva Samvad sessions, where citizens can interact directly with officials and learn about government schemes, projects and governance initiatives.

Another programme, Namo Seva Ki Ankahi Kahaniyan, will highlight the experiences of beneficiaries whose lives have been positively affected by government schemes. Their stories will be documented through videos and street plays.

Delhi’s anganwadi workforce will also receive recognition. Under the Aangan Ka Milan programme, all anganwadi workers will be felicitated. The government has stated that Delhi has 10,897 anganwadi centres and around 21,350 anganwadi workers.

Youth, Innovation and Community Participation

The campaign will include several programmes designed to increase youth and community participation.

An Innovation Challenge will provide young innovators with a platform to present their ideas. Delhi is among five centres selected nationally for the initiative, with participants from neighbouring states also being connected with the Delhi centre.

Under Seva Ke Rang, Rashtra Ke Sang, rangoli and mandala activities will focus on national unity, education and environmental protection. A large human rangoli involving thousands of participants is also planned.

On September 17 evening, beneficiaries across Delhi will participate in the Aashirwad ka Diya programme by lighting lamps at their homes to mark the Prime Minister’s birthday and convey their greetings.

The Chief Minister also linked the campaign to PM Modi’s 25 years in public service, from his tenure as Gujarat Chief Minister to his current role as Prime Minister.

₹13,820 Crore Development Push

Beyond welfare and outreach activities, the Delhi government plans to use the campaign to highlight its development agenda.

Projects across various Delhi government departments, with a combined value of approximately ₹13,820 crore, will be inaugurated or have their foundation stones laid during the campaign.

Gupta also highlighted major infrastructure projects in Delhi and the surrounding region during PM Modi’s tenure, including the Delhi-Meerut Expressway, Delhi-Dehradun Expressway, Delhi-Mumbai Expressway, Dwarka Expressway, UER-2 and the Eastern and Western Peripheral Expressways.

According to the Chief Minister, the total value of infrastructure projects approved, under implementation or proposed for Delhi during the Prime Minister’s tenure stands at around ₹12.25 lakh crore.

Other projects highlighted by her included Jewar Airport, the Regional Rapid Transit System, Delhi Metro expansion and the signal-free corridor at Dhaula Kuan. She also referred to major venues such as Yashobhoomi and Bharat Mandapam.

Focus on Governance and Public Service

Gupta said the campaign reflects the idea that public office should be used to serve citizens rather than treated as a privilege.

The government expects the month-long programme to combine welfare delivery with public participation, environmental activities and development announcements.

The emphasis on constituency-level camps and direct interaction with officials could also help residents understand schemes and access services without having to navigate multiple departments separately.

With welfare programmes, youth engagement, environmental campaigns and major infrastructure projects being brought under one campaign, the Seva Sankalp Abhiyan is positioned as a broad public outreach initiative for Delhi.

The campaign will run from September 17 to October 17, giving government departments a month-long window to take services and development initiatives directly to citizens while showcasing Delhi’s wider growth and infrastructure agenda.
