DFCCIL to Appoint Mr. B. Mugunthan as Director (Finance) Following PESB Recommendation

New Delhi: The Public Enterprises Selection Board (PESB) has recommended Mr. B. Mugunthan for the post of Director (Finance) at the Dedicated Freight Corridor Corporation of India Limited (DFCCIL), a Schedule ‘A’ Central Public Sector Enterprise under the Ministry of Railways. The recommendation was made during PESB Meeting No. 120/2025, held on 15 December 2025 at 3:45 PM.

Extensive Experience in Finance and Infrastructure

Mr. B. Mugunthan, currently serving as Financial Adviser & Chief Accounts Officer (FA&CAO) in the Ministry of Railways, brings with him extensive experience in public finance, railway accounting, and management of large-scale infrastructure projects. His expertise in financial management is expected to strengthen DFCCIL’s operational and fiscal efficiency.

Competitive Selection Process

The selection process saw ten senior finance professionals from key public sector undertakings and government organizations being interviewed by PESB. The candidates included:

  • Mr. Sanjeev Gupta – Executive Director, DFCCIL
  • Ms. Alpna Dosaj – General Manager (Finance), DFCCIL
  • Mr. Ratti Ram Aggarwal – Group General Manager, Central Warehousing Corporation
  • Mr. Mahesh Chand Bansal – Senior Executive Director (Finance), NBCC (India) Limited
  • Mr. Gaurav Rastogi – Additional GM (CFO), NTPC Mining Ltd.
  • Mr. Sunil Kumar Goel – Executive Director (Finance), IRFC
  • Mr. Nirmal Kumar Singh – Chief General Manager, SAIL
  • Mr. Praveen Kumar – Additional GM (Finance), MSTC Limited
  • Mr. B. Mugunthan – Financial Adviser & Chief Accounts Officer, Railways
  • Mr. Vivek Gupta – Group GM (Finance), DFCCIL

After a thorough evaluation of qualifications, experience, and suitability for the position, PESB recommended Mr. B. Mugunthan for appointment as Director (Finance).

Next Steps: ACC Approval

The PESB recommendation will now be forwarded to the Appointments Committee of the Cabinet (ACC) for final approval. Once approved, Mr. Mugunthan will assume the role of Director (Finance) at DFCCIL, contributing to the corporation’s financial strategy, project management, and overall governance.
