New Delhi: The Department of Personnel and Training (DoPT) has promoted 19 officers of the Central Secretariat Service (CSS) to Grade-I, corresponding to the post of Under Secretary, and allocated them to various Ministries and Departments of the Central Government.
According to the DoPT order issued on September 29, 2026, the President has approved the inclusion of the 19 officers in the 2026 Select List for Grade-I of the Central Secretariat Service.
Following their inclusion in the Select List, the officers have been appointed as Under Secretaries against the posts allocated to them.
The appointment will become effective from the date on which the respective officers assume charge of their allotted posts.
Officers Directed to Report by October 9
The promoted officers have been directed to report to their respective Ministries or Departments by October 9, 2026.
The order includes officers being posted to a wide range of Central Government departments, including Home Affairs, Health and Family Welfare, Housing and Urban Affairs, Environment, Financial Services, Ports, Food Processing, Youth Affairs and Sports, MSME and Posts, among others.
Several officers will continue in the Ministries or organisations where they are currently serving, while the posting of some officers will be decided after completion of training or following their repatriation from deputation.
Complete List of 19 CSS Officers and Their Postings
The 19 officers included in the 2026 Grade-I Select List and their respective postings are:
- Mandip Kumar has been appointed as Under Secretary in the Ministry of Road Transport & Highways. He will continue in his present Ministry.
- Praveen Tayal has been posted to the Department of Investment and Public Asset Management (DIPAM).
- Anamika Kumari has been allocated to the Department of Animal Husbandry & Dairying.
- Sudhir Yadav will receive his posting after completion of the prescribed training.
- Amit Chaudhary has been posted to the Department of Health & Family Welfare.
- Arvind Kumar Singh has been appointed to the Ministry of Home Affairs and will continue in his present Ministry.
- Shambhu Kumar has been posted to the Ministry of Food Processing Industries.
- Amar Arora has been appointed to the Department of Personnel & Training (DoPT) and will continue in his present Ministry.
- Harjeet Singh has been posted to the Ministry of Housing & Urban Affairs and will continue in his present Ministry.
- Shreyasi Pande has been allocated to the Ministry of Environment, Forest & Climate Change.
- Rajnish Yadav has been posted to the Ministry of Ports, Shipping & Waterways.
- Mahashankar Kumar has been appointed to the Union Public Service Commission (UPSC) and will continue in his present cadre.
- Aman Bishnoi has been posted to the Ministry of Housing & Urban Affairs and will continue in his present Ministry.
- Pawan Kumar Ram has been allocated to the Ministry of Youth Affairs & Sports.
- Atul Kumar has been posted to the Department of Financial Services.
- Gaurav Bhardwaj will receive his posting after his repatriation from deputation.
- Monika Singh has been posted to the Ministry of Micro, Small & Medium Enterprises (MSME).
- Ashish Drall has been appointed to the Department of Posts and will continue in his present Ministry.
- Sridevi Sridhar has been appointed to the Union Public Service Commission (UPSC) and will continue in her present cadre.
Appointments Effective From Date of Assumption
The DoPT order makes clear that inclusion in the 2026 Select List for Grade-I of CSS and appointment as Under Secretary are linked to assumption of charge.
Accordingly, the officers will formally take up their Grade-I/Under Secretary responsibilities from the date they assume charge of their respective posts.
For officers whose postings are subject to completion of training or repatriation from deputation, the subsequent posting arrangements will determine the specific place of duty.
The latest order represents another round of career progression within the Central Secretariat Service, with the 19 officers moving to Grade-I and taking up responsibilities as Under Secretaries across different arms of the Union Government.
