New Delhi: The Department of Personnel and Training (DoPT) has approved the re-designation of posts held by two officers serving as Deputy Secretaries in different Union ministries as Directors, allowing them to continue in the re-designated posts for their admissible tenure under the Central Staffing Scheme.
The officers are Vijay Kumar Meena (ISupplyS:2012), presently serving in the Ministry of Labour & Employment, and Vivek Kumar Singh (CWES:2012), currently posted in the Ministry of Food Processing Industries.
The approvals were conveyed through separate Office Memorandums issued by DoPT on September 1, 2026.
Vijay Kumar Meena to Hold Director Post in Labour Ministry
Vijay Kumar Meena (ISupplyS:2012), presently serving as Deputy Secretary in the Ministry of Labour & Employment, will now hold the re-designated post of Director in the Ministry.
According to the DoPT Office Memorandum, the Competent Authority has approved the re-designation of the post as a measure personal to Meena.
The re-designation will become effective from the date he assumes charge of the post of Director. He will continue in the re-designated post until March 6, 2028, corresponding to the admissible tenure of five years under the Central Staffing Scheme.
Meena has been on central deputation in the Ministry of Labour & Employment since March 7, 2023.
His transition to the Director-level post will therefore allow him to continue his central deputation assignment while serving in the re-designated position.

Vivek Kumar Singh Gets Director Post in Food Processing Ministry
Similarly, Vivek Kumar Singh (CWES:2012), presently serving as Deputy Secretary in the Ministry of Food Processing Industries, will now hold the re-designated post of Director in the Ministry.
DoPT has approved the re-designation as a measure personal to Singh, with effect from the date he assumes charge of the re-designated post.
He will hold the position until April 18, 2029, which corresponds to the admissible five-year tenure under the Central Staffing Scheme.
Singh has been serving on central deputation in the Ministry of Food Processing Industries since April 19, 2024.
Re-designation Linked to Central Staffing Scheme Tenure
The DoPT orders specify that both officers will hold their respective Director posts for the period corresponding to their admissible five-year tenure under the Central Staffing Scheme.
The re-designations have been approved specifically as measures personal to the respective officers. This means the re-designation applies to the individual officers concerned and does not amount to a general change in the sanctioned status of the posts.
With the orders, Vijay Kumar Meena will continue in the Labour & Employment Ministry as Director up to March 6, 2028, while Vivek Kumar Singh will continue in the Food Processing Industries Ministry as Director up to April 18, 2029, subject to the applicable rules and orders.
