Former Indian Navy Officer Dr Raj Ratan Appointed UPSC Deputy Director (Examination Reforms) | Know Him

Kurukshetra: Dr Raj Ratan, Assistant Professor in the Department of Psychology at Kurukshetra University (KUK), has been selected by the Union Public Service Commission (UPSC) for the prestigious post of Deputy Director (Examination Reforms). His appointment marks another significant milestone in a career that seamlessly blends military service, academia and public administration.

The selection has been widely welcomed by the university community, with Kurukshetra University Vice-Chancellor Prof. Som Nath Sachdeva describing it as a matter of immense pride for the institution. He expressed confidence that Dr Raj Ratan’s expertise would contribute significantly to strengthening India’s examination and assessment system.

A Distinguished Journey from the Indian Navy to Academia

Dr Raj Ratan’s professional journey is notable for its diversity and commitment to public service. Before entering academia, he served in the Indian Navy for 15 years, where he developed extensive experience in leadership, discipline, administration and personnel management.

Following his retirement from the Navy, he joined the Higher Education Department, Haryana, before becoming an Assistant Professor in the Department of Psychology at Kurukshetra University. His transition from military service to higher education reflects his continued commitment to nation-building through education and institutional development.

Academic Credentials and Areas of Expertise

Dr Raj Ratan holds an M.A. and a Ph.D. in Psychology. His academic specialisation lies in:

  • Counselling Psychology
  • Military Psychology

His key research interests include Military Psychology, reflecting his rich experience in the armed forces and his academic pursuit of understanding human behaviour in defence and organisational settings.

Role at UPSC

As Deputy Director (Examination Reforms), Dr Raj Ratan will play an important role in strengthening the examination framework of the Union Public Service Commission.

Speaking on his appointment, he said he would work towards making the Commission’s examination system more transparent, fair and efficient. He added that his responsibilities would include contributing to examination reforms and strengthening mechanisms related to the conduct of competitive examinations.

Given UPSC’s role in recruiting India’s civil servants, the position carries significant responsibility in ensuring the integrity, credibility and effectiveness of one of the country’s most prestigious examination systems.
