Ahmedabad: Gujarat Industries Power Company Ltd (GIPCL) has appointed Dr. Rajender Kumar, IAS as an Additional Director and nominee of Gujarat State Fertilizers & Chemicals Limited (GSFC) with effect from September 19, 2026.
The appointment was approved by the GIPCL Board at its 343rd Board Meeting, held on September 19, 2026, following a recommendation from the company’s Nomination and Remuneration Committee.
Dr. Rajender Kumar currently serves as Managing Director of GSFC and will join the GIPCL Board as its nominee.

GIPCL stated that Dr. Rajender Kumar is not related to any of the existing Directors of the company.
The company also confirmed that he has not been debarred from holding the office of Director by the Securities and Exchange Board of India (SEBI) or any other statutory authority.
The appointment disclosure has been made under Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, along with the applicable SEBI circular.
The Board meeting commenced at 1:00 p.m. and concluded at 2:15 p.m.
Dr Rajender Kumar IAS: Profile and Administrative Experience
Dr. Rajender Kumar is a 2004-batch Indian Administrative Service officer of the Gujarat cadre with more than two decades of experience in public administration, policy formulation and development-related assignments.
He holds a B.A.M.S. degree in Ayurvedic medicine and has served in several senior administrative positions during his career.
His earlier assignments included serving as District Development Officer for Bharuch and Ahmedabad and as Collector and District Magistrate of Rajkot and Surat.
These roles involved areas including public service delivery, education, healthcare outcomes and disaster management.
Experience in Prime Minister’s Office and National Programmes
Dr. Rajender Kumar worked in the Prime Minister’s Office from 2016 to 2021.
During his tenure, he served as Director to the Prime Minister and contributed to several major government programmes, including:
- Swachh Bharat Mission
- AMRUT Mission
- Smart Cities Mission
- Ayushman Bharat
He also contributed to the formulation of the National Education Policy 2020.
During the COVID-19 pandemic, he was involved in coordinating health-sector responses across ministries and states. His responsibilities included convening national empowered groups dealing with medical management and logistics.
He also contributed to India’s vaccine strategy and the Vaccine Maitri global outreach programme.
Dr Rajender Kumar’s World Bank and International Experience
Between 2021 and 2024, Dr. Rajender Kumar served as an Advisor to the Executive Director for India at the World Bank.
During this period, he represented India at international forums, including the G-24, Global Environment Facility (GEF) Council and IDA Mid-Term Review.
His international assignments added to his experience in development economics, policy coordination and multilateral institutions.
Current Responsibilities in Gujarat
In July 2024, Dr. Rajender Kumar became Secretary to the Government of Gujarat, handling responsibilities related to Tourism, Civil Aviation and the Pavitra Yatradham Vikas Board.
According to the information provided, since January 2026, he has been posted as Commissioner of Transport and also holds charge as Managing Director of Gujarat State Fertilizers & Chemicals Limited (GSFC).
His appointment to the GIPCL Board now adds another board-level responsibility in the Gujarat public-sector ecosystem, with his role at GIPCL being as a nominee of GSFC.
