Gandhinagar: Chief Minister Mr. Bhupendra Patel has launched a decisive transformational initiative by unveiling the Viksit Gujarat @2047 Implementation Roadmap, marking a shift from vision to on-ground execution for the state’s long-term development agenda aligned with Viksit Bharat @2047.
The roadmap was unveiled in the presence of Finance Minister Mr. Kanubhai Desai, members of the Council of Ministers, Chief Secretary Mr. M. K. Das, Principal Advisor to the Chief Minister Dr. Hasmukh Adhia, and senior government officials.
Roadmap Designed for Execution-Oriented Governance
The Implementation Roadmap has been jointly prepared by the Gujarat State Institute of Transformation (GRIT) and the Planning Division of the General Administration Department.
Chief Minister Patel stated that the roadmap clearly defines:
- What needs to be done
- Who is responsible
- Timelines for execution
He emphasized that the initiative focuses on outcome-based governance, aimed at improving livelihoods, infrastructure, inclusive growth, and sustainable development.

Aligned with PM Modi’s Vision of Viksit Bharat 2047
The Chief Minister said the roadmap is aligned with Prime Minister Mr. Narendra Modi’s vision of Viksit Bharat @2047, which promotes inclusive development through the mantra of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”
He highlighted that Gujarat must continue strengthening its role in contributing to national development while fostering a competitive and innovation-driven governance model.
Focus on Quality Governance and Citizen Welfare
CM Patel stressed that Gujarat’s long-term strategy aims to build a:
- Competitive
- Inclusive
- Sustainable
- Technology-driven state
He added that the initiative supports the concept of “Earning Well, Living Well”, ensuring improved quality of life through better economic opportunities and social development.
The Chief Minister also called for setting ambitious goals while eliminating the “Chalse mindset,” emphasizing 100% quality execution with no compromise.
Strong Monitoring and Execution Framework
Chief Secretary Mr. M. K. Das highlighted that India is transitioning from scarcity to influence, and Gujarat’s roadmap is designed to support this transformation.
He stated:
- Gujarat has no shortage of funds or resources
- Success depends on commitment, monitoring, and timely reviews
- District and departmental coordination will be crucial for execution
He also assured full government support for policy changes, financial assistance, and administrative decisions wherever required.
2047 Development Targets and Strategic Planning by GRIT
Presenting the roadmap details, GRIT CEO Mr. S. Aparna said the vision document was first unveiled in January 2024 and prepared with inputs from all 26 departments.
Key highlights of the roadmap include:
- Targeting USD 3.5 trillion GSDP by 2047
- 11 major themes
- 120 macro goals
- 55 key thrust areas
- Around 900 implementation steps across departments
The roadmap also includes illustrative plans for key sectors such as:
- Education
- Agriculture
- Tourism
- Water supply
A dedicated digital dashboard will monitor progress in real time.
Digital Governance and Strategy Room Setup
Secretary of the General Administration Department (Planning) Ms. Adra Agrawal stated that Gujarat has established a state-of-the-art Strategy Room at GRIT, Gandhinagar.
Key features include:
- Real-time digital dashboard monitoring
- Continuous performance evaluation
- Data-driven decision-making for all departments
This system aims to ensure transparency and efficient execution of development goals.

The programme concluded with a vote of thanks delivered by GRIT Joint CEO Ms. Stuti Charan.
