Haryana Transfers 13 IAS, 3 HCS Officers in Major Reshuffle, Pankaj Yadav Gets Water Resources Authority Charge – Full List

Chandigarh: In a significant administrative reshuffle, the Haryana Government on Friday transferred 13 IAS officers and three HCS officers with immediate effect, reassigning key responsibilities across departments and districts. While several officers have been relieved of additional responsibilities to streamline administrative functioning, others have been entrusted with fresh assignments and additional charges.

The transfer orders, issued by Chief Secretary Anurag Rastogi, an IAS officer of 1990 batch, also include the withdrawal of several additional portfolios, new appointments to vacant positions, and the declaration of two Municipal Commissioner posts as equivalent to the Senior Scale of the Indian Administrative Service (IAS).

Additional Responsibilities Assigned to Senior IAS Officers

Among the prominent changes, 1991 batch IAS officer Apoorv Kumar Singh, Additional Chief Secretary of the Higher Education Department and Public Works (Buildings & Roads) Department, has been given the additional charge of the Architecture Department.

Senior IAS officer Pankaj Yadav, who currently serves as Principal Secretary of the Cooperation Department, Principal Secretary of the Public Health Engineering Department, and Principal Resident Commissioner at Haryana Bhawan, New Delhi, has been assigned the additional charge of Chairperson, Haryana Water Resources Authorityagainst a vacant post until further orders.

Division Commissioners Relieved of Additional Portfolios

The government has rationalised responsibilities of several divisional commissioners by withdrawing additional assignments.

2003 batch IAS officer Sanjay Joon, who will continue as Commissioner, Faridabad Division and Chairman, Mewat Development Agency, Nuh, has been relieved of the additional responsibilities of Director General and Secretary, Sainik and Ardh Sainik Welfare Department.

Similarly, Ravi Prakash Gupta, 2007 batch IAS officer, will continue as Commissioner, Gurugram Division, but has been relieved of the charge of Secretary, Urban Estate Department.

2008 batch IAS officer Rajiv Rattan, Commissioner, Karnal Division, has also been relieved of his additional responsibility as Director General, Science and Technology Department.

Changes in Municipal Administration

Several important changes have been made in municipal administration across the state.

Dhirendra Khadgata will continue as Commissioner, Municipal Corporation, Faridabad, and Chief Executive Officer, Faridabad Smart City Limited, but has been relieved of the charge of Special Secretary, Environment, Forests and Wildlife Department.

The government has also declared the posts of Commissioner, Municipal Corporation, Faridabad, and Commissioner, Municipal Corporation, Rohtak, as equivalent in status and responsibilities to the Senior Scale of IAS under Rule 12(1) of the IAS (Pay) Rules, 2016.

New Role for Shakti Singh

Shakti Singh, Managing Director of the Haryana State Federation of Cooperative Sugar Mills, has been entrusted with the additional responsibility of Director, State Audit Department, a newly created post.

Deputy Commissioners Get Streamlined Responsibilities

To reduce administrative workload, several Deputy Commissioners have been relieved of additional charges.

Sachin Gupta, who serves as Deputy Commissioner, Rohtak, Administrator, HSVP, Rohtak, and Additional Director, Urban Estate, Rohtak, has been relieved of his additional responsibilities as Additional Secretary, Irrigation and Water Resources Department and Managing Director, Haryana State Minor Irrigation and Tubewells Corporation (HSMITC).

Similarly, Aparajita, Deputy Commissioner, Kaithal, has been relieved of her additional charge as Additional Secretary, Fisheries Department.

Satyender Duhan Gets Key Municipal Assignment

Satyender Duhan has been appointed Commissioner, Municipal Corporation, Rohtak, and District Municipal Commissioner, Rohtak, while continuing as Director, Skill Development and Industrial Training Department and Additional Secretary, Skill Development and Industrial Training Department. He replaces Narendra Kumar as Municipal Commissioner, Rohtak.

Additional Charge for Saloni Sharma

Saloni Sharma, Commissioner, Municipal Corporation, Karnal, has been assigned the additional responsibility of District Municipal Commissioner, Karnal against a vacant post.

SCERT Charge Withdrawn from Samwartak Singh Khangwal

Samwartak Singh Khangwal, Additional Secretary and Director in the Information Technology, Electronics and Communication Department, has been relieved of the additional responsibility of Director, State Council of Educational Research and Training (SCERT), Gurugram.

He will continue as Additional Secretary, Information Technology, Electronics and Communication Department, and Director, Information Technology, Electronics and Communication, Haryana.

District-Level Administrative Changes

Among district-level officers, Abhinav Siwach, Sub-Divisional Officer (Civil), Bahadurgarh, has been relieved of his additional responsibility as District Municipal Commissioner, Jhajjar.

Changes Among HCS Officers

The reshuffle also includes changes involving three Haryana Civil Services (HCS) officers.

Tarun Kumar Pawaria, Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Mahendragarh, has been relieved of his additional charge as Joint Secretary, Foreign Cooperation Department.

Sushil Kumar-IV, Chief Executive Officer, Zila Parishad, Yamunanagar, and Chief Executive Officer, District Rural Development Agency (DRDA), Yamunanagar, has been relieved of the additional responsibility of Joint Registrar (Administration), Cooperative Societies, Haryana.

Meanwhile, Gaurav Chauhan, Joint Commissioner, Municipal Corporation, Panchkula, has been entrusted with the additional charge of Land Acquisition Officer, Panchkula, replacing Chanderkant Kataria.

Focus on Administrative Efficiency

The latest reshuffle reflects the Haryana Government’s effort to streamline administrative functioning by reducing multiple additional responsibilities held by senior officers while ensuring key departments and newly created positions receive dedicated leadership.

With several officers receiving focused assignments and others taking on strategically important additional responsibilities, the exercise is expected to improve administrative coordination and governance across departments, municipal bodies, and district administrations.

The transfer and posting orders have come into effect immediately.
