Chandigarh: Just a day after transferring 15 IAS officers, the Haryana government on Friday (April 10, 2026) carried out yet another significant administrative reshuffle, reassigning 17 officers across key departments. The latest move includes the transfer of four IAS and 13 HCS officers, marking the second bureaucratic overhaul within three days and signaling a major administrative realignment in the state.
Second Reshuffle in Three Days
The back-to-back reshuffles indicate a proactive administrative approach by the Haryana government to streamline governance and optimize departmental functioning. With immediate effect, officers have been reassigned to crucial roles across labour, energy, education, municipal administration, and rural development sectors.
Key IAS-Level Appointments
Among the senior-level changes, 2011-batch IAS officer Vijay Kumar Siddappa Bhavikatti has been appointed as Secretary to the Governor, Labour Commissioner, and Special Secretary in the Labour Department. He was previously serving as Managing Director of HAFED and the Haryana International Horticulture Marketing Corporation, Ganaur.
2014-batch IAS officer Anish Yadav, who was serving as Director and Special Secretary in the Development & Panchayats Department, has been given additional charge as Managing Director of HAFED and the Haryana International Horticulture Marketing Corporation.
Another 2014-batch IAS officer, Vikram, will continue handling key responsibilities as Managing Director of Haryana Minerals Ltd., Dakshin Haryana Bijli Vitran Nigam Ltd. (DHBVN), and Uttar Haryana Bijli Vitran Nigam Ltd. (UHBVN), along with his role as Special Secretary in the Energy Department.
Sachin Gupta (IAS: 2018), currently serving as Additional Secretary in the Irrigation & Water Resources Department and Deputy Commissioner, Rohtak, has been assigned additional responsibilities as Administrator, HSVP, Rohtak, and Additional Director, Urban Estate, Rohtak.
Major HCS-Level Transfers
The reshuffle also includes significant movements among Haryana Civil Services (HCS) officers:
- Amit Kumar-I (HCS: 2011) has been shifted from Faridabad to Punhana as Sub Divisional Officer (Civil).
- Virender Chaudhary (HCS: 2013) has been appointed CEO, Zila Parishad and DRDA, Kurukshetra.
- Manish Kumar Lohan (HCS: 2013) gets additional charges in Mines & Geology and Information & Public Relations Departments.
- Surender Singh-II (HCS: 2016) moves to Medical College, Khanpur Kalan, Sonipat as Additional Director (Administration).
- Ved Prakash (HCS: 2016) is transferred to Dabwali as Sub Divisional Officer (Civil).
- Bhupendra Singh (HCS: 2016) is now Sub Divisional Officer (Civil), Palwal.
