Chandigarh: The troubling case of Haryana IPS officer Y. Puran Kumar (2001 batch) has deepened. Investigations reveal he left three copies of his suicide note before taking his life on October 7 in his Chandigarh residence.
The first note was discovered at the scene; the remaining two were found by his wife, IAS officer Amneet P. Kumar (2001 batch), after she returned from Japan. One copy was hidden in his laptop bag, and another was typed and saved on the laptop.
Wife Alleges Conspiracy, Files Complaint Against Top Officials
In a formal complaint to the police, Amneet accused DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia of conspiring to frame her husband using fabricated evidence. She claimed that her husband was being intimidated and falsely implicated. Amneet demanded that both officers be charged under the SC/ST Act and Section 108 (abetment to suicide). She asserted that the DGP suppressed evidence and SP Bijarnia ignored her calls.
Last Actions, 15 Missed Calls, and the Tragic Discovery
Before his death, Puran Kumar had sent a nine‑page suicide note and a will to Amneet. Alarmed, she placed 15 calls to him, but received no response. She then instructed their daughter, Amulya, to check on him. Amulya discovered the basement locked from inside; after breaking in, she found her father lying on a sofa, bleeding from a head wound.
The household cook recounted that earlier in the morning, Puran Kumar told him he would stay in the basement and should not be disturbed. Around 11 a.m., he briefly came upstairs to order food before returning downstairs, after which no sound was heard.
Will Details, Family Stance & Refusal of Post-Mortem
In the will drafted on October 6 — a day prior to his death — Puran Kumar declared that all his assets (bank accounts, shares, bungalow in Chandigarh, Mohali plot, office property in Gurgaon) would go to his wife, making her the sole heir.
Upon her return, Amneet refused to allow a post-mortem until the officers she holds responsible are arrested. The body remains in custody for medical examination, and the family is demanding justice. Amneet has stated that this is not merely her husband’s death but a test of the system. “I will not relent until the culprits are punished,” she asserted.
Suicide Note Names Top Officials, Accuses Harassment & Caste Bias
The suicide notes reportedly name numerous senior officials, including –
- Chief Secretary Anurag Rastogi
- Former CS T.V.S.N. Prasad
- Former DGP Manoj Yadav, P.K. Aggarwal, Rajiv Arora
- IPS officers such as Kulwinder Singh, Mata Ravi Kiran, and others
The allegations include caste-based harassment, mental torture, false cases, transfer abuses, denial of postings, document tampering, and attempts to sully his reputation. In a bold last paragraph, he accused the DGP and Rohtak SP Bijarnia of using him as a target in orchestrated wrongdoing, claiming no action was ever taken on his complaints.
Investigation Intensifies: SIT, SC/ST Commission, State & Home Ministry Involvement

The state government is reportedly considering setting up an SIT (Special Investigation Team) to ensure impartial inquiry.
