New Delhi: Hindustan Copper Limited and Engineers India Limited have signed a Memorandum of Agreement (MoA) to strengthen their collaboration in the fields of consultancy, engineering, project management, and sustainability solutions. The partnership is aimed at supporting India’s expanding focus on copper, critical minerals, and rare earth resources.
The agreement was signed on June 22, 2026, in New Delhi and marks a renewed commitment to enhancing domestic capabilities in strategic mineral development.
Agreement Signed in New Delhi to Strengthen Long-Term Partnership
The MoA was formalised at Engineers India Limited’s Corporate Office in New Delhi in the presence of senior leadership from both organisations. Key officials included Chairman and Managing Director of Hindustan Copper Limited Hindustan Copper Limited Sanjiv Kumar Singh, along with senior management teams from both HCL and EIL.
The agreement builds on the long-standing association between the two public sector enterprises.
Scope of Collaboration: Engineering, Consultancy and Project Management
Under the agreement, Engineers India Limited Engineers India Limited will provide comprehensive technical and advisory support to HCL across multiple domains, including:
- Consultancy and engineering services
- Project management support
- Safety and integrity studies
- Sustainability initiatives
- Advanced technical solutions for mining and mineral projects
The collaboration will be applied across Hindustan Copper’s integrated operations, including exploration, mining, smelting, refining, and downstream extraction activities.
Focus on Copper, Critical Minerals and Rare Earth Development
The partnership is strategically aligned with India’s growing emphasis on securing resources essential for future technologies. The focus areas include:
- Copper production enhancement
- Development of critical minerals
- Exploration of rare earth elements
- Strengthening supply chain resilience
These resources are considered vital for clean energy transition, electric mobility, and advanced industrial manufacturing.

Officials highlighted that the collaboration will help improve India’s domestic capabilities in mineral processing and production. By combining engineering expertise with mining operations, the partnership aims to accelerate project execution and improve operational efficiency.
